Background

As part of the economic empowerment component, organization has facilitated vocational training for 960 (160 Master trainer & 800 Trainees) Afghan and host community members (both men and women) in 15 different trades for Male and female including  Solar Panel Installation, Ac & Refrigeration, Electrician, Tayloring Mobile Repair, Motorcycle Repairing, Leather Bag Making, carpentry, Plumbing, Welding Fashion Design, Fashion Jewelry making, Poultry Management, Quilt making and Machine Embroidery.

 To build on this momentum and further increase beneficiaries' income-generating capacities, Organization staff will deliver three-days Trainings on 1) Enterprise Development Trainings (EDTs) 2) Financial Literacy 3) Market linkages, Marketing and Digital Marketing in community settings across the target districts.

In order to achieve this subject objective organization required the services of a consultant for Training Content Development and facilitation of Training of Trainers (ToT) sessions for our staff, that will further deliver these trainings in community

Objective of the assignment 

  1. Primary Objectives

The primary objective of this consultancy is to develop Contents/ Modules in local language on EDT, s, Financial Literacy, Digital Skills Promotion and Market Linkages and to equipped staff on the mentioned skills/training and enhance their knowledge and expertise through TOT, the staff will further trained skills training beneficiaries in targeted districts   

  • Enhance Economic Resilience: Equip 2,400 Afghan refugees and host-community entrepreneurs (50% women/youth) with skills in enterprise development, financial literacy, and digital marketing to foster sustainable livelihoods.
  • Climate-Smart Practices: Integrate greening and climate-sensitive approaches into business training to promote environmentally sustainable enterprises.
  • Protection Safeguards: Strengthen awareness of workplace rights, protection risks, and incident reporting mechanisms to ensure safe and dignified labor conditions.

       2.    Capacity-Building Objectives

  • Staff Empowerment: Build project teams’ capacity through ToT to deliver standardized, high-quality training across 07 districts (Peshawar, Nowshera, Mardan Swabi, Haripur, Dir-L and Quetta).
  • Contextual Adaptation: Tailor materials to the linguistic, cultural, and legal challenges faced by Afghan refugees (e.g. PoR card limitations, gender barriers).

       3.    Systemic Objectives

  • Standardization: Develop uniform training manuals/tools to ensure consistency and scalability.
  • Monitoring & Impact: Embed pre-/post-assessment tools to measure knowledge gains and adjust content dynamically.

       4.    Alignment with RISE Goals

          Supports SO-1 (Economic Empowerment) by:

  • Increasing income-generation opportunities.
  • Strengthening market linkages for refugee-led businesses.
  • Mitigating protection risks in workplaces.
Key Outcome: development of Modules/Training contents and deliver TOT to Staff that will further trained  skills trades Trainees who will gain practical skills to launch/manage businesses while navigating legal and climate-related challenges
 
Scope of Work

     1.     Training Content Development

Activity 1.3 (Enterprise Development & Protection):

  • Design a 2-day modular curriculum covering:
  • Enterprise establishment, climate-smart practices, and protection risks (labor rights, incident reporting).
  • Interactive tools for low-literacy participants (e.g., pictorial guides, case studies).
Activity 1.4 (Enterprise & Financial Literacy Manuals):
  • Develop customized manuals (Pashto/ Urdu) addressing refugee-specific challenges (e.g., legal barriers, gender inclusion).
Activities 1.5–1.6 (Financial & Digital Marketing):
  • Create 1-day training kits on financial literacy (budgeting, savings) and digital marketing (social media, e-commerce).

     2.    Training of Trainers (ToT)

Conduct ToT for 50–60 Staff in following locations

  • Delivery methodologies for refugee audiences.
  •  Monitoring tools (pre-/post-tests, session checklists).
  • Safeguarding protocols (gender/PWD-sensitive facilitation)

Deliverables

The selected consultant will deliver the training according to standard procedures and session plans provided by the individual. Trainer’s will provide visual illustrations, background material, and guidance notes on session plans. The key topic will include, The consultant will be responsible to provide a completion report in hard and soft and should be endorsed by technical lead. S/He is responsible to submit modules developed and trainings material in hard and soft format.

Key Responsibilities of the Trainer

 The individual/ Master trainers will be responsible of the following tasks,

  •        Hands-on exercises simulating real business scenarios

QUALIFICATION AND EXPERIENCE:

The ideal candidate will have,

·       Proven experience in Enterprise and Business management skills content and Module development & training delivery at the grassroots level

  •        Minimum 5 years of relevant experience with NGOs, donor-funded projects, or training institutes
  •        Working experience with Afghan refugee is an added advantage
  •        Master’s degree or 16 years of education in a relevant field
  •     Strong command of Pashto and understanding of the local context, ability to travel independently and conduct field-based trainings.

Logistics & Remuneration

  •  The selected Master Trainer will be responsible for their own accommodation, meals, and transport.
  • Payment Terms: 25 % payment upon signing the agreement and remaining 50% payment upon successful completion module development and conducting trainings and 25% on final report submission. of the assignment and submission of the final report to HR Islamabad (hard and soft copies).
