Penny Appeal Pakistan is a humanitarian and development organization focused on building resilient communities through climate-smart, inclusive, and sustainable programming.

Penny Appeal is implementing a project in District Sujawal, one of the most climate-vulnerable districts in Sindh, which is increasingly exposed to cyclones, flooding, and sea intrusion. This project aims to strengthen local water security by combining practical community training with institutionalized risk management tools.

This consultancy will execute a dual mandate to enhance institutional and community resilience:

1. Risk Management (WSP Development): Developing comprehensive Water Safety Plans (WSPs) for two (2) priority PHED schemes, ensuring shared ownership and long-term functionality. The WSP development process will follow WHO-recommended methodologies, including: 1: System Assessment and Hazard Identification; 2: Risk Analysis; 3: Risk Management and Mitigation Planning; and 4: Monitoring, Verification, and Periodic Reviews. Community engagement, particularly involving women’s leadership, will be central to this effort. WSP Preparation: Prepare standardized Water Safety Plans (WSPs) for one rural and one urban water supply scheme, incorporating climate resilience and DRR compliance.
2. Framework: The WSPs must reference national/international WSP frameworks and checklists (e.g., WHO guidelines) and include a sustainable Operation and Maintenance (O&M) Mechanism.
3. Deliverables: Scheme Selection Report, Draft Risk Analysis, and Final WSP Document for the selected scheme, including O&M mechanism.
4. Capacity Building (Community Training): Providing targeted training to local WASH Committees in 10 villages to improve daily hygiene and climate-resilient water management practices.
5. Operations and Maintenance Training of target 10 villages to ensure overall safety of the water supply schemes.

Objective of the Consultancy:

To enhance the safety and sustainability of water supply systems by developing and institutionalizing two (2) high-quality Water Safety Plans (WSPs) in collaboration with PHED and Water User Committees, and by equipping WASH Committees in 10 target villages with practical skills in water management, hygiene, and climate-resilient water harvesting techniques through focused training.
