Consultancy Services for Digitalization of Tax System

Objectives of the Consultancy
KRN aims to hire an individual consultant for independent monitoring and change management coordination of the ongoing “Digitalization of Tax System” project. The project is being undertaken by Federal Board of Revenue (FBR) with technical support from KRN to realize digital transformation of FBR with a particular focus on digitalization of value chains for accurate, equitable, and effective collections. The individual consultant would be expected to ensure that the services and deliverables submitted by the firm/s and/or vendor/s working on the project meet top-quality standards and achieve the intended impact outcomes. The consultant will be responsible for driving stakeholder alignment for successfully implementing the FBR’s transformation plan and will bridge any gaps among key stakeholders to facilitate seamless change management and internalization.
Scope of Work
The scope of work is outlined below

Collaborate with and oversee the firm/s and/or vendor/s for implementing the approved digital strategy, ensuring seamless deployment and operationalization of the implementation plan in close coordination with the FBR delivery unit

Assist in identifying critical transformation areas within the tax system, leveraging expertise in large-scale government reform.

Support the implementation of measures that improve enforcement, through coordination across stakeholders including FBR, relevant government entities, vendors, implementation partners, technical assistance consultancy firm and others.

Provide insights on best practices for at-scale government reform based on relevant experience.
- Prepare briefing materials and reports for the Chairman’s office on progress and challenges
related to transformation efforts.
- Conduct regular reviews of project milestones and outcomes, providing feedback for continuous improvement.
- Guide FBR officers on managing the change, as well as setting up the reform and delivery unit.
- Provide consultation and advice for streamlining internal procurement practices to support FBR reform efforts in the long term.
- Ensure quality assurance by validating the strategic and implementation deliverables and keeping them aligned to the desired outcomes.

Experience and Skills of Consultant
The Technical Evaluation Committee for the procurement of the Consultant will use the following metrics of experience and skills:
- Proven track record in providing strategic counsel across Governance, Transformation, Social Inclusion, and Organizational Restructuring.
- Proven ability in driving governance reform, enhancing institutional effectiveness, and fostering accountability in public sector institutions.
- Demonstrated capacity to unite diverse stakeholders, from government executives to international development partners, around shared goals in public policy and institutional reform.
- The consultant will have a minimum of 15+ years of experience, particularly in government or large organizations.
- Experience in all relevant areas: ICT, business strategy, change management, outsourcing and software applications.
- Skilled in the design and implementation of transformative programs funded by major international and national agencies, ensuring they achieve measurable, lasting impact.
- The quality of the proposed approach and methodology to be applied by the consultant.
Deliverables and Timelines
The assignment will be undertaken over a period of 6 months, starting from signing of the contract. The consultant shall submit fortnightly progress report and time sheet, duly approved by the FBR and Karandaaz.
Evaluation Criteria
To facilitate shortlisting, the Technical Evaluation Committee will assess the received CVs based on the following criteria.

Only candidates scoring 80% or more out of 100% score will progress for an interview with the Technical Evaluation Committee. This score will not be carried forward and made part of any further assessment.
Next, the Technical Evaluation Committee will use the following evaluation criteria to score the candidate interviews:

Only candidates scoring 60 or more against the candidate interview evaluation criteria will have their financial proposal evaluated.
The overall evaluation score will be computed by combining the technical and financial evaluation scores.
Evaluation of Proposal Price and ranking:
Financial Proposal (20 of Total Score)
The candidate must submit a monthly fee exclusive of taxes. All applicable taxes and out of pocket expenses must be separately mentioned.
Evaluation of the financial proposal will consider, but will not be limited to, the following:
- Cost reasonableness;
- Consistency with the experience and proposed approach;
20 points will be awarded to the lowest responsive candidate while rest of the bids will be allocated points according to the following formula:
Points of a candidate = (P1/ P2)*20 Where:
P1= Price of Lowest Responsive candidate P2= Price of the candidate
KRN may also negotiate the price and the terms & conditions with the short-listed/ highest (combined technical and financial) scored candidate to have best techno-commercial outcome. If the outcome of the negotiation is unsuccessful or an agreement is not reached with the top ranked candidate, KRN may then negotiate with the next in-line candidate and so on down the list as per rank until a satisfactory outcome is achieved.

- Proposed approach for the assignment
- An updated profile/resume
- 02 references and/or details of referees (Karandaaz may seek verification from the referees)
- Duly filled and signed Annexures (attached with this TOR document)
· Financial Proposal
The candidate must submit a daily rate (including out-of-pocket expenses) exclusive of tax in PKR with applicable taxes separately mentioned. The payments shall be made based on equal monthly installments.
Note: To gain a better understanding of the candidate's profile, it is recommended to submit all relevant supporting documents.
Note: The offer must be valid for 60 days after the closing date of the proposal submission date. KRN may request additional documentation from the selected candidate before awarding a contract.
