Overview of Activity

The Revenue Mobilisation, Investment, and Trade (REMIT) project, funded by the FCDO, aims to improve Pakistan’s investment climate and business environment, with a focus on promoting economic growth and green energy transition. In line with this, the Ministry of Industries and Production (MoIP) seeks to develop a National Electric Vehicles(EVs) policy. To fully realise the potential of the EV sector in reducing the import bill, creating jobs, and boosting exports, a holistic and integrated EV policy is urgently needed. This policy must address infrastructure development, consumer affordability, safety standards, and market integration to drive sustainable growth in the EVs sector.

Job Summary

The Tax & Tariff Policy Expert will support the team in developing a comprehensive EV policy by analyzing the current tax and tariff structures, identifying fiscal barriers, and proposing optimized strategies to encourage EV adoption and local production. The expert will propose practical incentives, align policy with industrial, trade, and environmental goals, and work with stakeholders to ensure a balanced approach that fosters market growth and infrastructure investment.

Duties and Responsibilities

  • Conduct a comprehensive review of existing tax and tariff policies affecting the EV sector, including those outlined in the National EV Policy (2019), the EV Policy for 2-3 Wheelers (2020-2025), and other relevant fiscal policies.
  • Analyse previous policy interventions and assess their impact on sector performance and economic outcomes.
  • Develop a balanced tax and tariff policy framework to incentivize domestic production, R&D, and infrastructure development while ensuring consumer affordability.
  • Recommend fiscal measures to encourage local demand for EVs, including credit schemes, tax rebates, or duty exemptions.
  • Address issues of high taxation on EV imports and recommend solutions that maintain a balance between encouraging local manufacturing and providing consumer access to EVs.
  • Propose strategies to harmonise tax and tariff policies across provinces and vehicle categories, particularly for two-wheelers, three-wheelers, and heavy vehicles, to avoid inconsistencies and confusion among stakeholders.
  • Ensure that tax and tariff policies align with broader national strategies, such as industrial, energy, and environmental policies, while integrating international best practices.
  • Engage with key stakeholders, including government departments (MoIP, Ministry of Climate Change, Federal Board of Revenue), private sector actors, and academia, to gather input and feedback on tax and tariff-related issues.
  • Facilitate discussions to achieve consensus on fiscal policy recommendations.
  • Contribute to the development of the final EV policy document by integrating tax and tariff strategies that are realistic, sustainable, and conducive to the sector’s growth.

 

Qualifications and Experience

  • Advanced degree in Economics, Public Policy, Finance, or a related field with a focus on fiscal policy or taxation.
  • At least 10 years of experience in tax and tariff policy formulation, preferably in the automotive or energy sectors.
  • Demonstrated knowledge of Pakistan’s fiscal policy environment, particularly in the context of industrial and trade policies.
  • Experience in conducting economic impact analysis of fiscal policies, particularly in emerging markets.
  • Strong understanding of the EV sector and its potential for economic growth and sustainability.
  • Excellent stakeholder engagement skills and ability to work collaboratively across government, private sector, and academia.
  • Proven experience in drafting policy recommendations for government consideration.

 

Reporting

The “Tax and Tariff Policy Expert” will report to REMIT Team Lead and Investment Climate Lead.
