Overview of the Activity

The Revenue Mobilisation, Investment, and Trade (REMIT) project, funded by the FCDO, aims to improve Pakistan’s investment climate and business environment, with a focus on promoting economic growth and green energy transition. In line with this, the Ministry of Industries and Production (MoIP) seeks to develop a National Electric Vehicles(EVs) policy. To fully realise the potential of the EV sector in reducing the import bill, creating jobs, and boosting exports, a holistic and integrated EV policy is urgently needed. This policy must address infrastructure development, consumer affordability, safety standards, and market integration to drive sustainable growth in the EVs sector.

Job Summary

The Financial Products Expert will support the development of financial mechanisms and incentives aimed at driving investments in Pakistan’s EV sector. Pakistan’s EV sector is still in its early stages, facing significant challenges in terms of financing and investment. There is a critical need for innovative financial products and funding mechanisms that encourage private sector involvement, support EV adoption, and develop the necessary infrastructure. The role involves designing innovative green financing models, assessing funding sources such as green bonds or climate finance, and creating financial tools for consumer affordability. The expert will work closely with stakeholders to align financial strategies with EV policy goals, ensuring sustainable development of infrastructure and promoting domestic EV production.

Key Responsibilities:

  • Design innovative financial products specifically for the EV sector, such as tailored loan schemes, leasing options, and green bonds etc.
  • Collaborate with banks and financial institutions to ensure products meet market demands and align with government policies.
  • Conduct comprehensive market research to evaluate the demand for different financing options, identifying specific barriers that consumers and businesses face in accessing finance for EV purchases.
  • Assess potential financial risks associated with investments in the EV sector and develop strategies for mitigating these risks.
  • Work with financial institutions to create risk-sharing mechanisms that incentivize investment in EV technologies.
  • Advise government bodies on fiscal policies and incentives that can stimulate investment in the EVs sector, ensuring that these recommendations align with broader economic objectives.
  • Evaluate and propose option of Private Public Partnerships for development of EVs sector.
  • Evaluate the effectiveness of existing financial policies and make adjustments as needed to support sector growth.

Reporting

The “Financial Products Expert” will report to REMIT Team Lead and Investment Climate Lead.

 

Job requirements

Required Qualifications and Experience:

  • Master’s degree in Finance, Economics, Business Administration, or a related field. A professional certification (e.g., CFA, CIMA) is an advantage.
  • At least 10 years of relevant experience in the financial services sector, particularly in developing financial products for renewable energy or sustainable investments.
  • Proven track record of working with financial institutions, government agencies, and private sector stakeholders to design and implement financial solutions.
  • Strong analytical skills with the ability to conduct market assessments and risk analyses.
  • Excellent understanding of financing mechanisms, investment strategies, and risk management practices within the context of the EV sector.
  • Proficiency in data analysis tools and financial modeling software.
  • Deep understanding of the EV market dynamics, including consumer behavior, market trends, and regulatory frameworks.
  • Familiarity with international financing practices and emerging trends in green finance.
