Overview of Activity
The Revenue Mobilisation, Investment, and Trade (REMIT) project, funded by the FCDO, aims to improve Pakistan’s investment climate and business environment, with a focus on promoting economic growth and green energy transition. In line with this, the Ministry of Industries and Production (MoIP) seeks to develop a National Electric Vehicles(EVs) policy. To fully realise the potential of the EV sector in reducing the import bill, creating jobs, and boosting exports, a holistic and integrated EV policy is urgently needed. This policy must address infrastructure development, consumer affordability, safety standards, and market integration to drive sustainable growth in the EVs sector.
Job Summary
We are seeking an expert to lead formulation of comprehensive Electric Vehicles (EVs) policy framework. The EV Expert will provide technical expertise to lead the policy formulation process for developing an ecosystem conducive to EVs growth, aligning with national industrial, trade, energy, and climate goals. The EVs policy expert will address key challenges in the sector and provide policy guidelines to enhance local manufacturing, develop necessary infrastructure, ensure consumer affordability, and establish safety and quality standards aligned with international benchmarks. Additionally, the expert will facilitate inter-agency coordination and foster public-private partnerships to ensure effective policy implementation.
Reporting
The “EVs Expert” will report to REMIT Team Lead and Investment Climate Lead.
Duties and Responsibilities
- Conduct a comprehensive review of existing policies (National Electric Vehicle Policy 2019, Electric Vehicle Policy 2020-2025, etc.), along with research by academia and private sector to develop an integrated EV policy framework.
- Perform a political economy analysis of Pakistan’s car manufacturing industry to understand resistance to new players and provide practical recommendations for overcoming challenges in policy adoption.
- Lead consultations through a working group with key stakeholders, including government agencies, private sector participants, and technical academia.
- Recommend strategies for the development of EV-related infrastructure, including research hubs, charging stations, and testing facilities.
- Develop a plan for leveraging public-private partnerships for infrastructure delivery and innovation.
- Develop a comprehensive draft of the EV policy, incorporating all technical inputs and recommendations.
- Review the input of other technical experts on the team and prepare a policy note annexed with technical analyses and evidence-based recommendations for the working group.
- Develop a mechanism for inter-agency coordination and monitoring and evaluation (M&E) of policy implementation, including timelines, milestones, and stakeholder responsibilities.
- Prepare presentations for key stakeholders, including the Cabinet, and incorporate their feedback to finalize the EV policy.
Required Qualifications and Experience
- Master’s or PhD in Electrical Engineering, Automotive Engineering, Environmental Science, Public Policy, or a related field.
- Minimum of 15 years of professional experience in the EV or automotive sector, with proven expertise in policy development, technical analysis, and stakeholder coordination.
- In-depth knowledge of international standards related to EVs (battery safety, charging infrastructure, environmental compliance, etc.).
- Proven track record in developing policy frameworks for EVs or related sectors in emerging markets.
- Experience of engaging with regulatory bodies and government agencies involved in EVs policy development and regulatory decision-making.
- Strong analytical skills and ability to synthesize complex information into actionable insights.
- Familiarity with the political economy of automobiles sector of Pakistan.
