The Aga Khan Rural Support Programme is a private, non-profit company, established by the Aga Khan Foundation in 1982 to help improve the quality of life of the villagers of Gilgit Baltistan and Chitral. AKRSP is seeking applications from high caliber professionals for the position of Regional Programme Manager to be based in Regional Programme Office Chitral.

Job Purpose:

The Regional Programme Manager is responsible for overall supervision and management operations and logistics, and related communication with the Government of KPK, NGOs, Donors, and other stakeholders accordingly. The incumbent will report to the General Manager/CEO of AKRSP.

Job Description: 

Major responsibilities of the position are as following:

Programmatic:

  • Oversee and support Area Office in development of annual and extended term plans and budgets for programme areas through a participatory process with LSOs, and multi-stakeholders in line with AKRSP’s vision, strategy and progarmmes.
  • Facilitate and support implementation, upscaling and re-engagement plans with communities, LSOs, Government, and other stakeholders.
  • Supervision, implementation and monitoring of all programmes and projects and actively support all sectoral activities run under different donor/internal funded progarmmes for effective implementation on field level and submit timely feedback and reports to AKRSP Core office.
  • Support Thematic Heads/Area Manager(s) for planning and development of human capital and mobilize resources (trainings, capacity building, learning and development events) for V/WOs, LSOs, youth organizations, business associations etc.
  • Ensure timely reporting of activities related to programmes and any emergency/ humanitarian situation to the core office and concerned authorities.
  • Facilitate Thematic Heads/Area Manager(s) for effective implementation, analyze programme risks and managing changes to ensure project goals are achieved
  • Ensure monthly/quarterly monitoring of financial expenditures, review budget and programmes regarding annual work plan(s) (targets vs achievements) in coordination with Area Office (s)
  • Risk and conflict management related to progarmme implementation and organizational partnerships
  • Facilitate development and dissemination of lesson learnt, success stories, and best practices from programme interventions
  • Facilitate Area Office for timely preparation and submission of donor reports, annual work plans and annual progress report of AKRSP.

Coordination:

  • Maintain public relation and close coordination with Government and other stakeholders at district and provincial level
  • Close coordination with other AKDN agencies, elective representatives, Government functionaries, other stakeholders, and partners for effective delivery of social sector services and other development programmes
  • Ensure operational arrangements are in place for donor, Government, and other eternal stakeholder’s visits to programme areas
  • Represent AKRSP in AKDN forums, Government and other development and civil society organizations/forums.

Management:

  • Ensure that effective administrative procedures and systems are in-line with organizational policies
  • Support Area office in ensuring human resource planning, staff capacity development, teamwork, and conducive working environment.
  • Ensure gender mainstreaming at all levels within AKRSP field operations as well as programmes and projects
  • Ensure that all office management, administrative and related activities comply with quality standards, health and safety, safeguarding, legal and statutory requirements and environmental policies of the organization in coordination with Area Office
  • Ensure implementation of AKRSP’s financial, administrative, personal, gender and other policies and procedures
  • Act as initial point of contract for the landlords of office premises, lease agreement(s) and repair and maintenance work.
  • Maintain close coordination with Area Manager to ensure effective programme management and risk mitigation
  • Stay abreast of donor compliance and requirements and ensure systems are in place to support effective project compliance and positive audit results.
  • Work closely with Area Manager in developing strategies and systems to promote teamwork, coaching, mentoring, and succession planning.

Required Experience: Candidate must have 10 years of experience with at least having 7years of managerial position with operational management responsibilities is required.

Education: Master’s degree Social Sciences, Natural Sciences or Maters in Development Studies, Business Management or in any field that is relevant to development.
