Since its establishment in 2005, CARE International in Pakistan (CIP) has been responding to major disasters and undertaking development projects. CIP works through local partners and range of stakeholder for development as well as emergency response, which makes partnership a key component of CARE’s work in Pakistan.

CIP is recruiting for a 4 months’ anticipated project, based in Chaghi district in Baluchistan.  The overall objective of the project is to support drought affected populations during the early recovery phase to address food insecurity and rebuild livelihoods. The project activities will lead to sustainable outputs in monetary and non-monetary gains and contribute to beneficiary’s well-being through capacitating village level development committees by mobilizing men and women. The project will provide beneficiaries with financial and technical support to enhance their income. The Knowledge and Skill development component will help beneficiaries to manage their poultry/livestock and backyard kitchen gardening (BKG) better, face less health issues for livestock, increase produce from the BKG, the training on entrepreneurial skills and linkages to line departments (Agriculture department, LNDD) and markets will enable the beneficiaries scale up their production and generate income to mainstream into sustainable development as an exit strategy.

I. JOB SUMMARY:

Under the supervision of Project Manager, the Agricultural Officer will assist and support the team in ensuring that the project achieves its objective by providing capacity development opportunities to improved agriculture and food security services to the target beneficiaries. The Agriculture Officer is the primary liaison with government representatives, line ministries and communities at the field office level and will serve as point of contact for agriculture related issues and project activities at the district level and actively develop and maintain positive relationships with all relevant stakeholders by ensuring effective coordination and synergies between CIP and government counterparts. S/he will actively engage in the project implementation and particularly in the project beneficiary selection process under the guidance of Project Manager and provide support for the implementation of the food security training activities.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1: Technical planning, reporting, supervision and monitoring of the field activities: % of Time:  75%

  • Under the supervision of Project Manager, the Agriculture Officer is responsible for the daily technical planning, supervision, monitoring and reporting of the field training activities at field locations.
  • Advise and support the team on the formation of agriculture strategy in the district assigned, including where to focus program resources, how to develop operational relationships, as well as how to address programmatic challenges with recommended suggestions.
  • Monitor and report to project manager the changing environment and thereby pro-actively contribute to evolving agriculture strategy/ capacity development plans in response to the ground realities.
  • Establish and oversee the consultative processes with regard to agriculture between the GoP district level structures by encouraging local government officials to participate in meetings, as well as participate in the monitoring of project implementation at the site, thus ensuring visible and tangible ownership of the program by the GoP and increasing positive interactions between the government and community.
  • To conduct household visits, focus group discussions and key informant interviews upon the request of Project Manager and/or FSL Specialist related to project activities.
  • Coordinate and Lead the activities in kitchen gardening, food security and livelihoods at district level.
  • Build the capacity of target beneficiaries to develop Good Agriculture Practices and High Yield activities at the assigned district level.
  • Provide support to the Project Manager and FSL Specialist in the design of the trainings module to be provided to food security program targeted participants.
  • Plan, organize and conduct training and orientation activities for Village Committees and beneficiaries, for the Agri Services.
  • Contribute to and/or carry out the rapid needs assessments on key FSL Activates during the project lifecycle to investigate further opportunities for interventions.
  • Frequently visit Project Areas to carry out process on Agriculture Activities based on minimum standards and output level indicators as well as key performance indicators.
  • File, document and report work progress to his/her line manager on weekly basis and keep project data/files updated as per CIP record structure and procedures.
  • Regular monitoring and reporting of work progress to the Project Manager.
  • Work closely with PM and M&E team and to support the implementation of effective M&E system for the project activities.  

Job Responsibility #2: Stakeholder Coordination: % of Time:  20%

  • Regularly convene and participate in community, government and partner meetings and document the meetings minutes for Project manager for context analysis.
  • Field coordination on best implementation including participants, local farmers and communities affected by the project activities.
  • Field coordination with local authorities and ensuring continuous communication with beneficiaries and communities’ representatives regarding the implementation of works and in order to ensure a flawless progress of activities.
  • Support in building relationships between CIP, district authorities, municipalities and communities.
  • Support and prepare human interest stories / success stories related to project activities with close coordination with CARE communication department.  

Job Responsibility # 3: % of Time: 5%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle –ii of the CARE International Safety & Security Principles).
  • Remain flexible and available to respond to any emergency project activities on a short notice.   

III. QUALIFICATIONS (KNOW HOW):

A) Education/Training and Experience

  • Bachelor’s Degree in Agriculture, Agronomy, food security, or any related field; a Master’s degree will be preferred.
  • 3-5 years’ experience working in agriculture sector. Experience in humanitarian and development organizations of undertaking capacity development opportunities is desirable.
  • Experience implementing donor funded projects is preferred with special focus on UN funding.
  • Knowledge in kitchen gardening, food security and livelihoods expertise is required.
  • Extensive experience in community participation and consultative-implementation methods.
  • Demonstrated experience of working in volatile and highly insecure operating environment.
  • In-depth knowledge of local government, culture and traditions; previous work experience in the target regions is desirable.

B) Technical Skill

  • Technical knowhow and experience of kitchen gardening products.
  • Excellent interpersonal skills.
  • Fluency in English and Balochi languages is required.
  • Technical writing and information analysis.
  • Diplomacy, tact and administrative skills in order to work with people at different levels.
  • Ability to manage multiple tasks and work under pressure in insecure environments.

IV. Duty Station and Level of Travel Required:

The position is based in Chagai and entails travelling to targeted districts of the province as and when required.
