Introduction

Human Appeal (HA) is a not-for-profit, non-governmental relief and development sector organisation working in 17 countries around the globe. Human Appeal was established in Manchester, UK in 1991. HA secured registration in Pakistan in 2005 with the Govt. of Pakistan under the trust Act (Regd. No. 5415) as Human Appeal -Pakistan (HA-Pak). However, with new regulatory legislation for all International-NGOs, HA-Pak has been registered with GOP's Economic Affairs Division and received an MOU to continue its work in the country.

Since its establishment, Human Appeal-Pakistan (HA-Pak) has been striving to strengthen humanity's fight against poverty, social injustice and natural disasters. We aim to invest in real, effective solutions by providing immediate relief and establishing self-sustaining development programmes. We access some of the most hard-to-reach areas during challenging times by establishing and strengthening relationships with local, national, and international partners. This helped us reach people in remote areas that other organisations cannot. Human Appeal believes that establishing a stable health care system, education and income generation programmes paves the way to empowerment, self-serving and sustainable communities. We also recognise that providing food, medical aid, emergency assistance, and shelter during humanitarian crises is essential for the immediate prevention of valuable lives. We provide multidimensional aid through an integrated programme delivery approach and are therefore dedicated to providing emergency relief and long-term solutions.

Background

Human Appeal Pakistan has been working in Tharparkar since 2013 to improve the lives of local people through a variety of humanitarian assistance & long-term development initiatives. These programmes mainly focused on improving living standards & livelihoods, building community resilience to drought & climate change, improving household food security, nutrition & access to WASH services and on providing orphans with the financial assistance to support their education & sustenance.

Objectives of the Evaluation

HA has contributed significantly towards the positive climate actions by providing communities with solarised water supply schemes, household lighting & climate resilient Agri/ farming techniques. HA's Programmes Evaluation calls for periodic midterm independent evaluations of its programmes, providing HA with a comparable quantitative & qualitative analysis of its impact to date starting from the project's initiation. Further helping HA identify critical gaps in implementation and recommend corrective & preventive measures. In addition, HA is interested in gauging the operational sustainability of its investments and improving measures that ensure greater effectiveness and sustainability in the long term. Another aspect of the evaluation is highlighting HA's interventions' impact on the drought & climate resilience.

The midterm evaluation results will contribute toward better-informed decision-making that will foster an environment of learning by doing and promote greater accountability and high performance. The evaluation also aims to ascertain results to date for use in determining optimal strategies for project continuation and replication. Further, the Consultant will identify value addition through lessons learned and develop strategies for more efficient and effective programmes for similar deprived populations and regions.

Scope of Evaluation

The evaluation will assess the following, among other aspects:

Effectiveness of the project

  • The extent to which stated Programme goals have been achieved
  • The extent to which the programme's activities reached to intended beneficiaries

Relevance

  • Alignment of the project to the organisation's overall strategic plans.
  • The extent to which the project met and addressed the needs of the beneficiaries
  • Cost-effectiveness of project implementation
  • Timeliness of implementation

Efficiency

  • Cost-effectiveness of project implementation
  • Timeliness of implementation

Sustainability

  • Level of community ownership of the programmes
  • Level of stakeholders' participation and public awareness
  • Degree of capacity, accountability, and knowhow of different stakeholders at the end of the project
  • The viability and sustainability of the gender-responsive, socially accountable & inclusive, established community structures
  • Examination of the management structures established for the community savings and programs sustainability

Impact

  • The magnitude of the impact of the project on the beneficiaries and their communities with respect to:
    • Level of change in coordination among inhabitants of targeted villages regarding savings, beneficiaries' identification, hazard mapping, dealing with line departments, decision-making and conflict management.
    • Level of change in dietary practices of inhabitants of targeted villages.
    • Level of change in accessibility, availability, quality and use of water for different purposes
    • Level of understanding developed on kitchen gardening practices.
    • Level of understanding developed for livestock management.
    • Level of change in the lives with provision of livestock to deserving families.
    • Level of change in nutritional practices among women and children of targeted villages.
    • Improvement in the lives of orphans in terms of daily needs and education
    • Overall improvement and level of change in the living standards of beneficiaries

Strategy and approach

  • Whether the programmes were properly designed to achieve the stated goal
  • The different partnerships (with line departments) arrangements in implementing the programmes
  • The organisation and management of the programmes, including budgeting, planning and flexibility to respond to change
  • Monitoring and evaluation aspect of the programmes

Evaluation Methodology

It is envisaged that the evaluation will broadly consist of the following phases:

Inception Phase:

This will involve reviewing secondary data/ information in project documents, including progress reports, baseline study reports, monitoring reports, field visit reports, policy documents and strategic plans. One key output is the inception report, which will include a detailed approach to the evaluation, methodologies, and relevant stakeholders, including the data collection tools, work plan with timeline etc. A presentation will also help the audience to understand the study, its methodologies, outcomes and the impact of the programme interventions. After the team inputs, a final report will be produced for dissemination and sharing.

Data Collection:

Besides secondary data collection, the assessment team will collect quantitative and qualitative data relevant for the evaluation. This will include interviews of beneficiaries, key informant interviews (KIIs), focus group discussions (FGDs) and other participatory data collection methodologies. It is expected that government officers and other relevant stakeholders will be part of the key informant interviewees.

Data analysis/reporting:

Based on primary and secondary data collection, the Consultant will analyse the data and come up with a detailed draft report to HA-PAK. The draft evaluation report will be shared with HA staff for feedback. After a presentation of the draft report, comments will have to be consolidated to come up with a final draft that can be disseminated to other stakeholders.

Deliverables

The main deliverable will be a final evaluation report, with a maximum size of 25-30 pages (not including annexes) addressing the key research questions in the ToRs.

Additional deliverables during the evaluation will be:

  • Submission of inception report including a list of planned consultations, statistical package to be employed and a work plan for the evaluation
  • Meeting along with a presentation on inception report to agree and finalise inception report with HA-PAK
  • A well-developed assessment methodology with assessment tools and a work plan as a part of the inception report
  • Conduct individual interviews and focused group discussions with key stakeholders
  • Meeting with HA-PAK to present and discuss the draft report
  • Presentation along with Final report of study including human interest stories/stories of change from the field

Coverage and Timelines

The evaluation will cover all the activities of the programmes undertaken by HA-PAK in Tharparkar. It is envisaged that the assignment should take approximately 30 working days, to be completed during the period July 2022 to August 2022.

Penalties

In case of delay in completing the agreed scope of work, the agreed penalties will come into effect depending upon the number of days it is delayed and shortcomings in the deliverables.

Expertise Required

Evaluation firm / Individual will carry out the evaluation with the following profile:

  1. Knowledge and working experience in Nutrition, Food Security & Livelihoods, WASH, Protection & Orphan Children Care is compulsory, whereas other sectors will be considered a competitive edge;
  2. Consultant firm/ individual has sound and proven experiences in similar assignments;
  3. Significant field experience in the evaluation of humanitarian/development projects;
  4. Relevant degree/equivalent experience related to the evaluation to be undertaken;
  5. Strong skills in data collection, management and analysis through statistical package;
  6. Good knowledge and experience of social inclusion, gender equality and no- discrimination;
  7. Ability to write clear and useful reports ( required to produce examples of previous work);
  8. Understanding of local culture and language;
  9. Understanding of donor requirements;
  10. Ability to manage the available time and resources and to work on tight deadlines;
  11. Registration and other relevant certification

Content of the Proposal

The Consultant is required to submit a detailed Technical and Financial proposal. The technical proposal must contain:

  • A detailed methodology for the quantitative and qualitative aspects of the assignment.
  • A detailed work plan including dates for submission of the draft & final inception and final reports
  • Evidence of availability of appropriate qualifications, manpower and key staff that will constitute the team
  • CVs of the assigned team member(s) detailing relevant experience.
  • Electronic copies of two recent, similar assignments.
  • Contact details for two organisations that have previously commissioned work from the Consultant.

The financial proposal must be submitted in Pak Rupees with a detailed break-up of all activities budgeted for, showing the unit, unit cost and duration.
