Hiring a Recruitment Company

1. Background and Purpose:

WaterAid is an international NGO working in 28 countries including Pakistan. Our vision is of a world where everyone everywhere has access to safe drinking water, improved sanitation, and good hygiene. Our mission is to transform the lives of the poorest and most marginalised people by enhancing access to improved WASH services. We support local organisations and government authorities to design and demonstrate appropriate, climate-resilient, inclusive, and sustainable WASH programmes. In pursuit of this goal with a dynamic and competent team, WaterAid seeks to engage the services of an external recruitment firm to facilitate recruitment and selection processe  for different positions.

2. Objective:

The objective of this ToRs is to engage a recruitment firm specializing in hiring services, particularly in recruiting qualified and experienced  professionals, to assist WaterAid in filling positions within specified thematic areas. The selected firm will provide recruitment services as needed for positions in the following thematic areas:

  • Health and WASH Sector

  • Climate and WASH Sector

  • Behaviour Changes and WASH Sector

  • Advocacy and WASH

  • Admin, Finance and HR.

3. Scope of Work:

The scope of work includes, but is not limited to, the following:

  • Conduct meetings with the Human Resources Unit of WaterAid to understand the requirement requirements for the specified thematic areas or position.

  • Comprehend educational and professional qualifications, personal competencies,  and other relevant information necessary for the recruitment process.

  • Advertise the vacant positions in newspapers and relevant online platforms, including Brightspyre (as and when required).

  • Undertake headhunting exercises (applying different sources) to identify suitable candidates for the specified positions.

  • Present an analysis to WaterAid after the initial shortlisting of candidates, including their profiles and suitability for the specified role.

4. Quality Standards:

  • The recruitment process must be conducted within the agreed timeframe to ensure timely hiring.

  • Confidentiality and transparency must be maintained throughout the recruitment process.

  • The recruitment firm is responsible for identifying and providing CVs of relevant candidates who meet the specified criteria.

5. Deliverables:

  • Advertisement of positions in newspapers and online platforms.

  • Shortlisted candidates' profiles in line with the given criteria.

  • Timely completion of the recruitment process within the agreed timeframe.

7. Evaluation Criteria:

  • At least 5 years  experience in recruiting professionals in the specified thematic areas.

  • Have successfully provided similar services with successful results to at least 5 organizations (including INGOs/NGOs) in the past.

  • Having qualified and experienced team to carryout initial screening and shortlisting process to help WaterAid interview the most suitable candidates meeting the key qualification criteria and competencies.

  • Ability to deliver quality recruitment services ASAP (Specify the Timeframe).

8. Proposal Submission:

  • Interested recruitment firms are invited to submit their proposals along with the company profile elaborating their key competencies and experiences in line with the key qualification criteria and other requirements of the ToRs.
