Relevant Experience: Bachelor's degree in relevant field with minimum 02 years overall experience with 01 year in relevant field in development sector

Position Objective: The position is responsible for looking after HR operation for the ECHO-HIP Project and implementation of HR Activities under HR domain. Ensure the smooth Recruitment process, monthly payroll, insurance, employee record, Performance appraisal  and   HR day-to-day Matters, technical support to the base team and implementation of HR Activities under HR domain and liaison with other related Department   

Job Description:

Mission 1: Recruitment Management

The Human Resources Officer is responsible for:

  • Implementing standard and best practice recruitment procedures throughout the hiring process, including longlisting, shortlisting, reference and security checks, and staff orientation planning.
  • Organizing and participating in interviews. Providing inputs valuable during selection of new staff.
  • Ensuring timely fulfilment of vacancies
  • Follow the HR recruitment policy to ensure inclusion guidelines are met.
  • Prepare and fill in the checklist for the complete process of the recruitment from each recruitment and ensure all steps are met. Keep the checklist in employee personnel file for record maintenance.
  • Prepare the personnel files and ensure all personnel files are complete and kept properly as per the manual guidelines. Make sure that all relevant documentation is kept in the employee personnel file.
  • Coordinate with relevant departments and ensure that on boarding requirements for the new recruit are done including but not limited to: ensuring logistical arrangements (work station, stationary, employee/health cards) as well as IT arrangement (Laptop, email ID, relevant access to ACF systems)
  • Update recruitment tracker on smart sheet as per requirement

Mission 2: Payroll Management

The Human Resources Officer is responsible for: 

  • Ensure Joiners & leavers updations in HOMERE
  • Prepare salary advances & ensure timely execution & update in Homere accordingly
  • Prepare the monthly payroll and ensure all relevant deductions & changes incorporated in Homere
  • Receiving & incorporating of monthly payplan from Capital office
  • Ensure accurate tax deductions in payroll
  • Submit the payroll to Capital HR for validation
  • Submit the payroll to Finance dept for further processing
  • Ensure physical signatures & record maintainance of payroll
  • Ensure monthly preparation of EOBI voucher, registration & exits of employees on the portal
  • Ensure monthly submission of HOMERE generated Tax sheet to finance dept
  • Ensure all employees receive pay slips after the payroll processing
  • Ensure the submission of PER file to Capital office

Mission 3: Leave Management

The Human Resources Officer is responsible for:

  • Ensure updated employee data is available in a variety of report formats (HOMERE) and platforms for internal and external consumption
  • Ensure reciveing & filling of Time sheets & Leave forms
  • Quaterly sharing of the leave balances with the staff
  • Prepare and maintain data for audits relevant to TS, Leaves, payroll, EOBI & Tax & assist internal/external audits

Mission 4: Final settlements processing

The Human Resource Officer is responsible for:

  • Ensure timely preparation of Final Settlements
  • Ensure timely issuance of Experience certificates

Mission 5: HR Services & Ops

The Human Resource Officer is responsible for:

  • Support staff for timely submission of time sheets using GTA
  • Prepare and share data with the relevant health insurance representative for new recruits as well as for those who are leaving.
  • Make sure the health/insurance data is updated on the monthly basis and share with Capital HR
  • Prepare and maintain contract management tracker for the staff and ensure timely steps are taken to cater to the needs of contract changes, if any.
  • Prepare and maintain data for audits relevant to Recruitments, Personal files, final settlements & performance appraisal.
  • Give induction on HR Manual to the new joiners
  • Handling day to day HR matters & attend staff queries.

Mission 6-: Ensure compliance with ACFs gender equality, child protection sensitivity and Safeguarding policies

The Human Resources Officer is responsible for:

  • Read and ensure a full understanding of ACFs Gender, Child Protection and other safeguarding policies  
  • Implement all work related activities with a gender, inclusion and child protection lens
  • Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.

Specific skills needed to perform the function:

  • Bachelor's degree in relevant field with minimum 02 years overall experience with 01 year in relevant field in development sector
  • Able to analyze and summarize complex technical  and contextual information
  • Fluent in English, reading writing and speaking and/or local language of the program implementation area
  • Excellent computer skills
  • Excellent coordination and interpersonal skills

  • Ability to handle stress and pressure
