U.S. Mission Pakistan is seeking applications from qualified individuals for the Strategic Content Coordination Assistant - Community Management (Community Management Coordinator) position in U.S. Embassy, Islamabad.

Basic Functions of the Position: The Community Management Coordinator is responsible for building and maintaining the U.S. Embassy Islamabad flagship digital properties (social media, website content); developing a year-long editorial calendar designed to promote Mission Pakistan and Embassy Islamabad priorities with online communities; researching and analyzing evolving markets for Embassy Islamabad digital properties; and customizing content and online engagement to promote Mission Pakistan and Embassy Islamabad objectives. Organizes and hosts online conversations; designs and develops innovative engagement opportunities and tools. Provides guidance to Public Diplomacy (PD) Public Engagement staff and other Embassy Islamabad personnel who engage with online communities on standards, regulations, and policies for the use of digital properties. The Community Management Coordinator works under the direct supervision of the Strategic Content Coordination Specialist or Public Affairs Officer (PAO) designee, and exercises full supervisory responsibility for two locally employed (LE) staff: two Community Management Assistants.

Qualifications and Evaluations

Requirements:

FOR THE EXPERIENCE AND EDUCATION REQUIREMENTS APPLICANTS MUST MEET EITHER OPTION 1 OR OPTION 2 TO QUALIFY.

Option 1

EXPERIENCE: Minimum three (3) years of experience in managing digital properties, including online interaction with the public and content creation in multimedia and traditional formats is required. In addition, one (1) year of supervisory experience is also required.


EDUCATION: Completion of University Degree (16 years of education) in Communications, Business, Marketing, Information Technology, or local equivalent is required.

OR

Option 2

EXPERIENCE: Minimum five (5) years of experience in managing digital properties, including online interaction with the public and content creation in multimedia and traditional formats is required. In addition, one (1) year of supervisory experience is also required.

EDUCATION: Completion of College or University Studies (14 years of education) is required.

JOB KNOWLEDGE: The incumbent should have detailed knowledge of U.S. foreign policy objectives and American interests in Pakistan. A good understanding of U.S. historical, political, economic, and cultural forces that shape U.S. foreign policy, and comprehensive knowledge of the attitudes and communication preferences of target audience groups is also required. Should understand the regional, demographic, ethnic, socioeconomic, cultural, and linguistic factors and the influence of religious, cultural, and educational institutions in shaping Pakistani opinions and preferences in the Embassy Islamabad consular district. Should have strong online communications and analysis skills to identify and exploit engagement opportunities. Should understand the management of digital properties and online communities. Should have detailed knowledge of all sources of USG strategic content, including Mission Pakistan and DOS guidance, functional and regional bureau digital materials, Mission multimedia content, reliable third-party content related to foreign policy goals, and legal regulations and procedural guidelines affecting content use.

SKILLS AND ABILITIES: 

Analytic skills: The incumbent must have strong analytic skills to identify target audiences, understand their sensitivities, and identify the best strategic content, format, and delivery means to influence them in support of U.S. policy objectives. Should be able to perceive the emergence of new influencers and information consumption preferences within the Embassy Islamabad consular district to analyze the impact of evolving content formats and delivery channels, and lead cross-section Embassy Islamabad analysis to modify approaches for enhanced outcomes.

Communication/Interpersonal skills: Must have strong interpersonal skills to maintain Embassy-wide collaboration and coordination on the use of digital tools and platforms to strengthen Mission diplomacy in the public sphere. Should be able to contribute to Strategic Content Coordination discussions of priority engagement, strategic content, and appropriate dissemination, to reach consensus and to recommend optimal courses of action to the Strategic Content Coordination Specialist (or PAO designee) and the PAO. Must have excellent written and oral communication skills, including the ability to develop, write, and edit materials for digital dissemination in both English and Urdu. Must be able to tailor communications to fit formal and informal situations and different ethnic, religious, and linguistic cultures. Must be able to brief U.S. officers and visitors on Pakistani communication patterns and trends in digital tools and content dissemination channels, with a focus on the Embassy Islamabad consular district. 

Management skills: Strong organizational skills are required including the ability to manage multiple engagement platforms at the same time and actively engage with the public simultaneously on those platforms; incorporate strategic content from all Embassy Islamabad offices and agencies; and identify and resolve, or seek assistance in resolving, problems associated with online content and engagement. Must be able to contribute to the development and updating of procedures and guidelines in response to changing communication technologies and changes in public opinion, formats, and internal Embassy Islamabad preferences for sharing strategic content. 

Technical skills: Detailed knowledge of and the ability to build out and manage Embassy Islamabad flagship digital properties, including social media and mobile platforms, and develop digital tools such as games and contests are required. Must be able to use photo and video sharing sites and editing software, podcast creation tools, and other digital products. should be able to be fully adept at using audience analysis and analytic tools (e.g., Hootsuite, Google). Good keyboarding and data entry skills and excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Must have good numerical skills to be able to use and develop statistical analyses of audience segments and report on the impact of Embassy Islamabad digital outreach. 

Availability: Must be available to travel throughout Pakistan.
