Purpose of the Position:
The Monitoring, Evaluation & Reporting (MER) Officer is responsible for designing, implementing, and managing monitoring, evaluation, and reporting systems for NFE, Literacy, and Accelerated Learning projects. The position ensures systematic tracking of program performance, data quality assurance, compliance with DL&NFE and donor requirements, and evidence-based reporting to support effective decision-making and accountability.
Key Responsibilities:
Monitoring & Field Verification / Coordination, Compliance & Capacity Building:
- Develop and implement monitoring plans, tools, and checklists aligned with project objectives, indicators, and targets.
- Conduct regular field monitoring visits to NFE, Literacy, and Accelerated Learning centers.
- Verify learners’ enrollment, attendance registers, facilitators’ presence, teaching quality, and learning environment.
- Assess compliance with DL&NFE SOPs, safeguarding policies, and program guidelines.
- Identify implementation gaps, risks, and challenges and provide corrective recommendations to the Project Team.
- Coordinate with Project Team, NFE Facilitators, Literacy Mobilizers, and MIS staff to ensure smooth information flow.
- Facilitate and support monitoring and review visits by DL&NFE, donors, and government authorities.
- Ensure compliance with DL&NFE guidelines, donor requirements, safeguarding policies, and organizational protocols.
- Support capacity building of field staff on monitoring tools, indicators, and reporting requirements.
Coordination, Compliance & Capacity Building:
- Coordinate with Project Team, NFE Facilitators, Literacy Mobilizers, and MIS staff to ensure smooth information flow.
- Facilitate and support monitoring and review visits by DL&NFE, donors, and government authorities.
- Ensure compliance with DL&NFE guidelines, donor requirements, safeguarding policies, and organizational protocols.
- Support capacity building of field staff on monitoring tools, indicators, and reporting requirements.
- Coordinate closely with the MIS Assistant to ensure accuracy, completeness, and consistency of program data.
- Conduct routine data quality checks, validations, and cross-verifications between field records and MIS data.
- Ensure alignment between field data, MIS reports, and DL&NFE MIS / Portal entries.
- Flag discrepancies and support timely data correction.
Key Deliverables:
- Ensuring the retention of learners by finding the drop-out / absenteeism reasons and mitigating the issue in coordination with stack-holders and community.
- Regular field monitoring and verification reports.
- Consolidated progress and performance reports for NFE, Literacy, and Accelerated Learning components.
- Verified, high-quality program data aligned with MIS and DL&NFE portal requirements.
- Inputs to evaluations, audits, and donor/government reviews.
- Success stories and case studies of Learners.
Performance Indicators:
- Timeliness and quality of monitoring and evaluation reports.
- Accuracy and reliability of program data.
- Effective follow-up and closure of monitoring findings.
- Compliance with DL&NFE and donor reporting standards.
Required Qualifications & Skills:
- Bachelor’s degree in Social Sciences, Development Studies, Education, Statistics, or a related field (Master’s preferred).
- Minimum 2-3 years of relevant experience in Monitoring, Evaluation & Reporting, preferably in education or development programs.
- Strong understanding of results-based management, indicators, and data analysis.
- Hands-on experience with online MIS portals, Kobo Tools, and Excel-based reporting tools.
- Strong analytical, report-writing, and communication skills.
- Strong organizational, communication, and reporting skills.
