Purpose of the Position:
The Literacy Mobilizer will be responsible for community-level mobilization, identification, and enrollment of Out-of-School Children (OOSC) and eligible learners for the Non-Formal Education (NFE) program in line with the policies, guidelines, and operational standards of the Directorate of Literacy & Non-Formal Education (DL&NFE), Government of Sindh. The role aims to ensure effective community engagement, sustained enrollment, and regular attendance at NFE learning centers.
Key Responsibilities:
1. Community Mobilization & Outreach:
- Social Behavior Change & Community Mobilization.
- Conduct door-to-door visits and community meetings to identify Out-of-School Children (OOSC) and eligible learners.
- Mobilize parents, guardians, and community leaders to support enrollment and continuity of learners in NFE centers.
- Create awareness about the importance of literacy and non-formal education within targeted communities.
- Ensure inclusive outreach with special focus on girls, marginalized groups, and vulnerable children.
2. Enrollment & Attendance Support / Retention of Learners:
- Facilitate enrollment of learners in NFE centers as per DL&NFE eligibility criteria.
- Ensure regular attendance through follow-up visits and coordination with parents and facilitators.
- Track absenteeism and dropout cases and support retention through counseling and community engagement.
- Maintain basic enrollment and attendance records and share updates with NFE Facilitators and MIS staff.
- To Support the Learners for NADRA Registration and Birth Certificate Regitration and UC Level.
- Act as a liaison between the community, learning centers, and project management.
- Ensure compliance with DL&NFE SOPs, safeguarding policies, and organizational code of conduct.
- Support resolution of community-level issues related to learners and learning centers.
- Maintain proper documentation of mobilization activities, community meetings, and enrollment data.
- Ensure ethical conduct, child safeguarding, and respect for local norms at all times.
3. Coordination and Reporting
- Coordinate closely with NFE Facilitators, MIS Assistant, and Project Team for effective program implementation.
- Support monitoring visits, inspections, and verification exercises conducted by DL&NFE or other stakeholders.
- Submit daily, weekly, and monthly mobilization and enrollment reports to the Project Coordinator.
- Ensure accuracy and timely sharing of field data for MIS entry.
4. Key Deliverables:
- Achievement of assigned learner enrollment targets.
- Improved learner attendance and reduced dropout rates.
- Timely submission of mobilization, enrollment, and follow-up reports.
- Effective and sustained community engagement in support of NFE centers.
5. Performance Indicators:
- Achievement of mobilization and enrollment targets.
- Learner attendance and retention levels as per DL&NFE Govt. of Sindh requirements.
- Quality, accuracy, and timeliness of reports.
- Compliance with DL&NFE standards and project guidelines.
- Ensuring the retention rate of Learners more than 85% and 80% of daily attendance.
6. Required Qualifications & Skills:
- Bachelor’s degree in Social Sciences, or any other related field.
- Minimum 2 years of relevant Mobilization and Community engagement.
- Ability to coordinate effectively with government departments, field teams, and facilitators.
- Strong organizational, communication, and reporting skills.
- Familiarity with computer skills and data collection tools.
