Job Summary:

The Behavior Change Specialist will support the Team Lead in providing strategic, technical, and operational oversight for the implementation of the Behavior Change Communication (BCC) component under an anticipatory project. The position is responsible for assisting in project management, coordination, and supervision of experts, consultants, and field teams to ensure the achievement of project outcomes and outputs. The incumbent will lead the design and implementation of culturally appropriate, evidence-based BCC strategies and campaigns promoting sustainable WASH practices. This includes developing communication materials, tools, and outreach activities in alignment with relevant national and international standards.

The Specialist will work closely with government departments, local authorities, and community representatives to strengthen engagement and ownership. Additionally, the role involves fostering collaboration among institutions, organizing awareness initiatives, and mobilizing communities to inspire positive and lasting behavior change that contributes to improved hygiene and sanitation outcomes.

This position is being advertised for an anticipatory project, with the duty station to be based in either Islamabad or Lahore.

1- Strategy Development and Implementation (30% of the time):

- Assist Team Lead in supervision and oversight of project activities, support staff, individual consultants, and other contractors to achieve the project objectives (outcome and outputs).
- Formulate culturally appropriate BCC strategies based on national models, templates.
- Design and implement a comprehensive, community based BCC campaign to raise awareness and relay messaging on the importance of WASH to community members, and key local government actors.
- Develop comprehensive communication tools and BCC campaign materials and activities, using evidence-based theories and methodologies, in close collaboration with stakeholders.
- Encourage and coalesce with key institutions and stakeholders to work towards a shared vision of promoting project's interventions through changing the behavior of the beneficiaries.
- Launch a multi-pronged, high profile image building campaign to promote behavior change through project interventions creatively engaging users and recipients in new and innovative ways.
- Conduct regular meetings with community, stakeholders, local influencer and VC’s/VOs to ensure community participation at all stages of project implementation of BCC strategy.

2- Stakeholder Coordination & Engagement (20% of the time):

- Promote collaboration and alignment between project teams and stakeholders on BCC interventions.

- Facilitate regular engagement meetings, workshops, and field visits with stakeholders to ensure support for BCC activities.

- Act as a liaison between the project and key community leaders to strengthen partnerships and coordination.

3- BCC Strategy Development & Campaign Implementation (25% of the time):

- Design and implement comprehensive, community-based BCC campaigns to raise awareness of WASH practices among community members and local government actors.

- Develop communication tools, IEC materials, and campaign activities using evidence-based theories and methodologies.

- Launch multi-pronged, high-profile campaigns creatively engaging beneficiaries and communities.

- Encourage key institutions and stakeholders to work towards a shared vision of promoting project interventions through behaviour change.

4- Community Participation & Monitoring (20% of the time):

- Conduct regular meetings with community members, stakeholders, local influencers, and VC/VOs to ensure active community participation in all stages of BCC strategy implementation.

- Monitor effectiveness of BCC interventions and recommend improvements based on evidence and feedback.

- Support documentation of lessons learned, success stories, and good practices for reporting and knowledge sharing.

- Collaborate with MEAL and communication teams to ensure BCC results are tracked and reported accurately.

5- Other responsibilities as assigned: (05% of time)

  • Any other tasks or responsibilities based on organizational and programming needs as assigned by the Line Manager.

 A) Qualifications (Know How)

- University degree in Sociology, Psychology, Anthropology, Rural Development, or other relevant discipline ideally from a foreign institution. 

B) Experience/ Technical Skills 

- 15 years of relevant work experience in design and implementation of Behavior Change and Capacity Development programs in particular among the rural and underprivileged communities.

- Preferably, experience of working in similar projects/assignments (related to WASH), in similar capacity, with international donors, and in organizations with comparable conditions.
