Position Title: Senior Social Field Mobilizer (Male)
Location: Balochistan
Project/Program: Technical Assistance to Revival of Balochistan Water Resource Program
1. Background
The Revival of Balochistan Water Resources Programme is an EU funded initiative designed to contribute to the transition of agriculture and livestock farming systems in Balochistan achieving lower water intensity and improving environmental and economic sustainability. The Programme will be implemented through two distinct but complementary implementing contracts working closely together under a project steering committee. Community engagement and mobilization are crucial for achieving the project’s objectives. To ensure effective participation of stakeholders, Social Mobilizers will be deployed in the field.
2. Purpose of the Position
The Senior Social Field Mobilizer will be responsible for community outreach, awareness raising, and mobilization of local stakeholders for project activities. He will act as the primary link between the project team and the community, ensuring meaningful participation and ownership of interventions.
3. Key Responsibilities
Under the general supervision of the Team Leader or in his absence the NRM expert and deputy team leader, the Senior Social Mobilizer (Male) will:
- Assess and analyze the type, nature and extent of rural organizations (Local Support Organizations-LSOs, Village Organizations-VOs, and Community Organizations-COs) present in Rodh Mulazai Catchment of Barshore Sub Basin, District Pishin (Pishin Lora Basin);
- Undertake rapid rural appraisal of rural organizations (Local Support Organizations-LSOs, Village Organizations-VOs, and Community Organizations-COs) present in Rodh Mulazai Catchment of Barshore Sub Basin, District Pishin (Pishin Lora Basin);
- Propose a generic system for a catchment organization in Rodh Mulazai catchment;
- Prepare a need assessment report for IWRM implementation especially in equitable water management, domestic water supply, high efficiency irrigation system, rain water harvesting, participatory rangeland management, agriculture crop production and livestock protection and production;
- Prepare a capacity building plan for the rural communities with their participation in accordance with the IWRM principles and practices and their representation and coordination mechanisms at catchment level;
- Implement agreed capacity building plan for the rural communities with their participation in accordance with the IWRM principles and practices;
- Facilitate establishment of Co Management Committee for participation in implementation of Pishin Lora Basin and Aquifers Plans;
- Coordinate with the Pishin District Water Committee Pishin (DWC) and evaluate the possibilities for representation of the Co Management Committee (CMC) in the DWC;
- Support DWC and Pishin Lora Basin Board in participatory IWRM planning mechanisms and representation arrangements for CMCs;
- Develop a generic CMC-DWC Basin Board development procedure for upscaling in other catchment areas of the other 3 focal basins;
- Any other task assigned by the Team Leader or his representative.
4. Required Qualifications & Experience
I. A minimum of degree (16 years) in Social Sciences or closely related subject. Master degree (18 years) in Social Sciences or closely related subject will be given preference.
II. At least 10 years of practical experience in working with local rural organizations at grassroot level in Balochistan in water management, agriculture, livestock, rangeland management, enterprise development, public private partnership or any other related subject.
III. Familiar with social mobilization processes and practices for forming and supporting rural organizations.
IV. Proven experience in collecting and organizing data and information related to natural resources management.
V. Good presentation & interpersonal skills.
VI. Analytical & Report writing skills.
VII. Willing to undertake travel and fieldwork.
