1. Background
WaterAid is an international not-for-profit organization working in 28 countries including Pakistan.The organisation’s vision is of a world where everyone has access to safe water and sanitation. To attain its vision WaterAid is systematically transforming the lives of the poorest and most marginalised people by improving their access to safe Water, Sanitation and Hygiene (WASH). The organization works with partners and government departments/ institutions in strengthening their capacity to deliver WASH programmes. Furthermore, WaterAid’s policy and advocacy efforts are concentrated on decision-makers to maximise impact of its interventions.
WaterAid has supported the implementation of WASH programmes in Pakistan since 1996 through its implementing partners and opened its country office in Pakistan in 2006. In its 19 years presence in the country, the organisation, in collaboration with sector stakeholders, has delivered numerous projects on water, sanitation and hygiene and has effectively engaged the government and policy makers on:

Developing WASH models across Pakistan for promotion, adoption and scale-up

Enhancing political ownership of WASH and recognition of human rights to WASH

Supporting Improved sector governance to plan and implement safely managed services

Prioritization of WASH by the Health Sector & Communities/Households for Improved Public Health

Adaption of WASH systems to mitigate the effects of climate change and continue to deliver benefits for marginalized climate-vulnerable communities

3. The Purpose of Assignment
Pakistan faces increasing challenges in ensuring equitable access to safe water, sanitation, and hygiene (WASH) services in the wake of climate change. Disasters such as floods, droughts, heatwaves, and water scarcity are disproportionately impacting the poorest communities and placing stress on existing WASH infrastructure and governance systems. While the climate risk profile of Pakistan has been well-documented, the WASH sector lacks a coordinated and structured approach to accessing and utilizing climate finance for targeted adaptation and resilience-building. WAP aims to support the development of a CR-WASH Financing Strategy that builds a nexus with climate change and health and integrates gender and social inclusion as cross-cutting principle, ensuring that the needs and voices of women, girls, and marginalized communities are reflected throughout the assessment, planning, and capacity-building processes. Comprehensive Desk review of existing Climate Resilience-Wash policies, programmes, frameworks and strategies.

Reviewing existing fund flows, and their performance through the lens of equity, inclusion, effectiveness, and efficiency,

Multi-stakeholder consultations to be held in Islamabad and Provincial Capitals to identify Climate Resilience WASH-related actions, financing gaps, and barriers to climate finance access

A comprehensive assessment of climate-resilient WASH investment gaps and opportunities, covering both domestic and international finance sources, will inform the strategy.

Develop National CR-WASH Finance Strategy and Action Plan, with annexes tailored for the provinces (Punjab, Sindh, KP, and Balochistan)
4. Qualifications or specialised knowledge/experience required
WAP intends to hire the services of a consultant for a period up to six months with the following ToRs and Experience to support in the development of the strategy

5. Deliverables
The consultant will work closely with WA and sector stakeholders for this assignment and are expected to follow official timings at designated location. Following are the expected deliverables of this assignment:

6. Payment process:

1st instalment of 20% payment at the acceptance of Desk Review and Consultation report

2nd instalment of 40% payment on the submission of CR-WASH Finance Strategy and validation Workshop notes

3rd instalment of 40% payment on the acceptance of final report.
7. Intellectual Property Rights
All documentation related to the assignment shall remain the sole and exclusive property of WaterAid Pakistan.
8. Timeframe
This assignment is expected to begin by 26th September ,2025 and shall be accomplished no later than 28th February ,2026. The Consultant shall observe official working hours from 9:00 a.m. to 5:00 p.m., Monday to Friday, and will be required to perform duties in person during these hours.
9. Evaluation criteria
Technical offers will first be evaluated according to the “Evaluation criteria” below and the technical qualification threshold point is “70”.
