Position Summary:

The Project Manager, experienced in PATS programming will be responsible for overall management of the Sustainable WASH project being implemented in district Torghar in KP province. The Project Manager would provide technical oversight to the district project teams & will be responsible to ensure technical, programmatic & financial compliance as per HA’s & donor’s compliances. He/She will ensure that project is implemented according to the organizational and sector quality standards, timelines, budget lines and the outputs agreed with the project donor. In addition, PM will also be responsible for sectoral coordination, sectoral representation, participation in technical working groups & cluster meetings & liaison and coordination with the relevant government counterparts at the district and provincial level.

Job Responsibilities:

  • Ensure programme implementation plans are in place & tracking tables are established to track & monitor progress as per PATS approach.
  • Responsible for smooth implementation of project activities as per agreed project plan and contract agreement with the implementing partner.
  • Provide technical backstopping, expert advice, team management & leadership support to the project field team(s) in developing, designing and implementing project activities.
  • Ensure timely delivery of the project activities and efficient spending of the allocated budgets.
  • Ensure that the project outputs including hardware and software components of the project are delivered according to the agreed organizational & donor programme quality standards.
  • Support the project teams in building their capacity and understanding on the project outcomes and approach.
  • Ensures that gender, social inclusion, WASH SPHERE standards and other relevant standards are mainstreamed in the project and the project is implemented in a consultative and participative manner.
  • Ensure that all staff has a good understanding of social exclusion, discrimination and rights-based approaches.
  • Conduct regular monitoring and support visits to project sites and communities to ensure smooth progress.
  • Conduct regular project review meetings with the country office representing whole project area.
  • Preparing quality and timely reporting of the project activities for donors and HAP.
  • Ensure adherence to organizational policies, procedures and standards of conduct.
  • Ensures all agreed administrative and financial procedures are followed and maintained by implementing partners
  • Liaise and coordinate with the relevant district and provincial level government departments/agencies and other project stakeholders for the successful implementation of the project activities.
  • Establish and strengthen networking with WASH and other sector partners especially health, education.
  • Capture and document project successes, case studies and lessons learned & provide continuous feedback to the field teams & country office management.
  • Represent HAP in various district and provincial level forums/events/cluster meetings.
  • Support HAP in designing of future programmes, conduct needs assessments & develop contingency plans
  • Support HAP in cross-sectoral programme Integration & implementation of HA’s regular programmes in the districts.

Qualification & Experience:

  • University degree (minimum 16 years of education) in relevant discipline (WASH, social sciences, Project management, civil engineering etc.)
  • Overall 5-7 year of sector experience with a minimum of 03-05 years’ experience in donor funded WASH programme/project management, PATS programme management
  • Experience in managing large project teams across multiple districts at a similar role
  • Excellent knowledge of participatory development and rights-based approaches and an understanding of relevant issues and the regional context
  • Proven experience of managing WASH/PATS projects/programmes
  • In depth knowledge of Pakistan Approach to Total Sanitation (PATS), Community Led Total Sanitation (CLTS), SLTS and Institutional WASH
  • Excellent command of English language and strong analytical and report-writing skills
  • Excellent planning, programme formulation, monitoring and budget management skills.
  • Good computer skills- words, spreadsheet, presentation tools
  • Understanding of Rural WASH issues and community mobilization approaches
  • Significant experience of community based water supply, sanitation and hygiene promotion projects
  • Experience of implementing projects in coordination with government line agencies
  • Experience of research methodologies & documentation of best practice
  • Experience in managing programme/project budgets.

  Skills and Proficiencies:

  • Good understanding of community participation and the integration of WASH in development projects.
  • Knowledge of PSEA, Protection & GBV, Gender & Inclusiveness in recovery context. 
  • Knowledge of low cost sanitation activities.
  • Ability to communicate in local languages
  • Diplomacy, tact and administrative skills in order to work with people at managerial and occasionally, senior government levels.
