Background:

  • The Khyber Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021 is a critical legislative advancement aimed at preventing domestic abuse and safeguarding the rights of women, children, and vulnerable populations. The Act establishes a legal framework for preventing violence, protecting survivors, and holding perpetrators accountable.
  • Regardless of advancements, enforcement of the Act still requires defined frameworks, multi sectoral collaboration, responsive evaluation strategies, and adaptive oversight mechanisms. Most importantly, there is a gap in the monitoring tools needed for measuring actions undertaken versus actions planned, evaluation in real time, enforcement of evidence-based decisions, and strengthening institutional responsibility. In addition, endless engagement along with awareness campaigns is important to make sure the law is properly and fully implemented in the communities and at the provincial levels.
  • For that context, UNFPA and SPO will be partnering with a legal expert in KP to construct a monitoring mechanism and framework for the KP Domestic Violence Act and facilitate its technical implementation. This involves evaluation with all concerned stakeholders, training workshops, and the design of engagement materials for comprehensive enforcement at all levels of the province.

Consultancy Objectives:

  • To Develop and operationalize a monitoring framework for the effective implementation of the Khyber Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021, ensuring real-time tracking, standardization and measurable indicators for the implementation across KP.
  • To strengthen multi-sectoral capacity and engagement through stakeholder consultations, training workshops, and awareness raising to promote coordinated enforcement and wider outreach of the Act.

Scope of Work:

  • The consultant will develop and operationalize a comprehensive monitoring framework for the effective implementation of the Khyber Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021, incorporating real-time tracking, standardized tools, and measurable indicators to assess progress across the province. In addition, the consultant will strengthen multi-sectoral capacity and engagement by facilitating stakeholder consultations, conducting training workshops, and leading awareness-raising initiatives to promote coordinated enforcement, improved outreach, and sustained collaboration for the effective application of the Act.

Main Responsibilities:

Stakeholder Consultation and Development of Monitoring Framework on DV Act KP:

  • Examine the Khyber Pakhtunkhwa Domestic Violence (Prevention and Protection) Act, 2021 in detail. Review associated rules, regulations, and other relevant provincial and national laws, policies, and protection frameworks.
  • Develop an Agenda and concept note for conducting three consultative workshops to develop the monitoring framework of Domestic Violence Act in KP.
  • Conduct (03) consultative workshops with SWD and key stakeholders in Peshawar on the purpose, scope, and modalities of the Monitoring Mechanism of the Domestic Violence Act.
  • Incorporate all learnings and feedback from the three consultative workshops to effectively develop the monitoring framework of DV Act.
  • Pinpoint weaknesses, overlaps, and gaps in the current implementation or monitoring processes. Highlight adaptable strategies that can strengthen KP’s monitoring system.
  • Outline data collection methods, tools, templates, and indicators tailored to KP Domestic Violence Act and the socio-cultural context. Clarify their potential roles and responsibilities in the monitoring framework. Include mechanisms for progress tracking and quality assurance.
  • Draft and finalize a practical and scalable monitoring mechanism, including indicators, reporting procedures, institutional roles, and coordination pathways.

Orientation Sessions on the Domestic Violence Act with Relevant Stakeholders:

  • Develop a repository and table summarizing KP-specific and national GBV laws with definitions and consequences, including technology-facilitated GBV.
  • Develop a comprehensive two-day orientation session content/manual covering the KP Domestic Violence (Prevention and Protection) Act, 2021, including its provisions, structure, roles and responsibilities of stakeholders, implementation mechanisms, and procedures for responsible referrals for GBV cases.
  • Design a detailed agenda for the two-day session, ensuring a logical flow of topics, interactive components, and practical application exercises.
  • Incorporate relevant case studies, role-play scenarios, and reference materials to enhance participant understanding and engagement.
  • Review the draft content with the SPO team for accuracy and relevance, and conduct nine orientation sessions with relevant stakeholders in different districts of KP.

Community Awareness Raising on the DV Act through Agahi Centers in KP:

  • Develop an awareness session plan outlining objectives, key messages, and interactive activities tailored to community needs and literacy levels, and finalize the plan after incorporating feedback from the SPO team.
  • Prepare culturally and linguistically appropriate information materials in Urdu for distribution during the sessions.
  • Train facilitators or community mobilizers on delivering accurate and survivor-sensitive information about the KP Domestic Violence (Prevention and Protection) Act, 2021.
  • Conduct five awareness sessions in the identified Agahi Centers, ensuring the active participation of diverse community members, including women, men, and youth.
  • Facilitate discussions to address misconceptions, encourage reporting, and promote available protection and support services under the Act.
  • Document key discussion points, strategy for improvements, and participant feedback for monitoring and reporting purposes

Development of Advocacy & Awareness Materials on DV Act KP:

  • Assess the information needs of target audiences, including community members, service providers, and other stakeholders, to determine priority themes and formats for advocacy and awareness materials.
  • Draft clear, accurate, and survivor-sensitive content on the KP Domestic Violence (Prevention and Protection) Act, 2021, highlighting protections, services, and reporting mechanisms.
  • Ensure the content is culturally appropriate and linguistically tailored for English and Urdu audiences, using simple and accessible language.
  • Design visually engaging materials such as flyers, FAQs, infographics, fact sheets, and posters, incorporating relevant images, symbols, and branding guidelines.
  • Seek feedback from the SPO team on the draft materials to ensure relevance and accuracy, and finalize after incorporating feedback.
  • Revise and finalize materials based on feedback, ensuring alignment with the Act’s provisions and communication best practices.

Key Deliverables:

  • Inception Report and Detailed Work Plan
  • Conduct 3 Stakeholder Consultations with SWD and Key Stakeholders in Peshawar (Reports of Consultations and First Draft Monitoring Framework)
  • Content, Methodology, and Agenda for Orientation Sessions
  • Conduct 9 Orientation Sessions on KP Domestic Violence Act
  • Content Development for Awareness in Agahi Centers
  • Conduct 5 Awareness Sessions at Agahi Centers
  • Draft Monitoring Mechanism with Tools, Templates and Indicators

Requirements:

  • Master’s level or higher in Law (mandatory). In addition to law a degree in Human Rights, Public Policy, or another closely related discipline from a recognized institution will be preferred.
  • Possess a minimum of ten (10) years of progressively responsible professional experience in the fields of legal reform, gender-based violence (GBV) prevention and response, Referrals or broader human rights programming.
  • Demonstrated history of working with government agencies, civil society, and international organizations on policy development or legislative initiatives.
  • Proven track record in designing, developing, and operationalizing legal monitoring tools, compliance mechanisms, or similar institutional frameworks.
  • Strong ability to translate legislative provisions into actionable monitoring indicators and implementation guidelines.
  • In-depth understanding of Khyber Pakhtunkhwa’s legal and policy environment, particularly related to domestic violence, protection mechanisms, and gender equality.
  • Demonstrated ability to lead and facilitate stakeholder consultations with diverse groups, including government institutions, law enforcement, judiciary, service providers, and community-based organizations.
  • Proven experience in designing and implementing public engagement and awareness initiatives.
  • Excellent verbal and written communication skills in English and Urdu, with the capacity to produce high-quality legal drafts, policy documents, and advocacy materials.
  • Ability to convey complex legal concepts in accessible language for non-technical audiences.
  • Proficiency in Pashto is highly desirable, especially for stakeholder engagement and community awareness activities in KP.
