National Poverty Graduation Programme (NPGP) is funded by International Fund for Agricultural Development (IFAD) and Government of Pakistan. The Programme is being implemented through a Project Management Unit under Ministry of Poverty Alleviation and Social Safety as a Lead Programme Agency, and its eight partner organizations in 23 districts of four provinces of Pakistan.

The total programme budget as per the financing agreement signed between GoP and IFAD is USD 132.6 million out of which USD 82.6 million are financed by IFAD and USD 50 million is co-financing from Government of Pakistan for Interest Free Loan Component. The programme started in 2017 and will be closed on 31st December 2025.

The Programme has two major components; 1) Poverty Graduation; and 2) Social Mobilization (SM) and Programme Management. The first component mainly focuses on productive Assets Creation (or Transfer), Interest-Free Loans (IFLs), and Training of Assets and IFL Beneficiaries. The second component entails SM, formation, and training of Community Resource Persons (CRPs), capacity building of Community Institutions (CIs), research studies, conferences, and policy briefs.

The programme aims to assist the ultra-poor and very poor in graduating out of poverty on a sustainable basis while simultaneously improving their overall food security, nutritional status, and resilience to climate change. The development objective of the project is to enable the rural poor and especially women and youth to realize their development potential and attain a higher level of social and economic wellbeing through a proven, flexible, and responsive menu of assistance.

NPGP's Programme Management Unit (PMU) is seeking a dynamic and self driven individual for the position of Programme Director. The objective of the position is to lead the PMU team and supervise all the key interventions of Programme while ensuring compliance of applicable donor policies and procedures. Close coordination with donor and other stakeholders is an essential requirement.

Job Description

  • Provide strategic, technical and operational guidance to the PMU team, consultants and POs to ensure that the program delivery is done in compliance with Government of Pakistan and Donor’s compliance.
  • Liaison with the donor and donor supervision mission, create linkages and build relationships with them.
  • Ensure timely delivery and reporting of programme outputs and outcomes.
  • Ensure timely and quality delivery of periodic progress reports of NPGP inline with the donor guidelines.
  • Oversee the knowledge management and learning sharing activities of the programme.
  • Build linkages and coordinate with other key stakeholders to support and facilitate the project and Ministry of PA&SS  at large resulting in leveraging with various stakeholders.
  • Encourage and facilitate leveraging among PO's and other institution.


Qualification and Experience

  • Master’s degree or 16 year education preferably in Business Administration, Social Sciences, Project Management from a recognized institution.
  • Minimum 10 years of field level experience in project management of poverty alleviation livelihoods program with multilateral donors.
  • Experience of donor coordination including progress review meetings and handling donor missions.
  • Excellent report writing skills including donor reporting.
  • Experience and skills in managing relationship with partner organizations.
  • Ability to handle large size multidisciplinary team.
