Pathfinder Overview

Pathfinder International with support from the Bill & Melinda Gates Foundation is providing technical assistance to the federal and provincial governments of Pakistan and providing support to key health system strengthening partners such as the World Bank, Population Council, and Acasus in scaling up Postpartum Family Planning (PPFP) and Postabortion Family Planning (PAFP) within the investment case (IC) execution and NHSP design and implementation. Through this initiative, Pathfinder will support the integration and institutionalization of PPFP and PAFP in the overall provincial health systems by strengthening the health system, building the technical capacity of federal and provincial governments, and strengthening evidence-based informed decision-making and health information systems.

Purpose and objectives

Pakistan Demographic and Health Survey (PDHS) 2017-18 data reveals that the proportion of deliveries that happen in facilities is rapidly increasing, yielding great opportunities to reach families with PPFP services. A 2012 Population Council study showed a similarly rapid increase in the estimated induced abortion rate in Pakistan, from 25.6 per 1,000 women ages 15 to 49 in 2002 to 50 per 1,000 in 2012. The study estimated that 46% of all pregnancies in Pakistan are unintended; 54% of these result in induced abortions1. FP and postabortion care (PAC) services have historically been provided separately in the public sector, and women are not counseled on or offered FP with PAC. This represents a significant opportunity to reach women with integrated PAFP services. PPFP and PAFP service data tracking, monitoring, and performance review are limited or not available at the country level, especially when PAC services are provided in the public sector or at a variety of facilities including pharmacies and private clinics. PAC services are often not available in an integrated manner at the facility level, which underscores the need for integrated results-based management plans for service delivery. To address this provincial-level need, Pathfinder will use a participatory approach to strengthen the health planning capacity of provincial management which will trickle down to the district level. The results-based PPFP and PAFP framework will establish provincial-level systems for collating, analyzing, and centralizing district-wide reporting against a set of indicators and strategies and articulating clear expectations from the provincial governments (Sindh and KP) that ultimately support the first health system reform outlined in the UHC IC.

Description of Assignment

This position supports Pathfinder’s resolve for Health System Strengthening in the province of Sindh, with a focus on Public Health issues and disease surveillance. Through its BMGF (Bill & Melinda Gates Foundation) funded Qadam Ba Qadam (QBQ) Project, Pathfinder is providing Technical Assistance (TA) to the Department of Health Sindh for the implementation of NHSP (National Health Support Program), especially for DLIs 1, 2, 3 and 6. This position will provide Technical Assistance to the Department of Health Sindh, especially for DLI-6. DLI-6 relates to Health information systems strengthening through greater integration and the use of a dashboard.

Here are the key points:

  • Bottleneck: Fragmentation of information systems in the PHC system.
  • Need: Strategic plans and vision for an integrated information system producing standardized quality data.

Project for Health System Strengthening.

  • Work closely with the PMU of NHSP under the Department of Health Sindh and its MIS component.
  • Achieve deliverables under DLI-6 of NHSP in Sindh.
  • Revise case definitions for non-communicable diseases and other preventive interventions and health problems.
  • Provide support to the MIS team for incorporating case definitions in DHIS2.
  • Participate in validation workshops with stakeholders and the DLI6 Technical Working Group (TWG).
  • Use data to investigate health issues and research trends of diseases.
  • Conduct interviews, surveys, and analyze findings.
  • Develop recommendations to strengthen public health.
  • Provide training (ToT) to DoH-nominated individuals to ensure they can take over the work after the consultancy period ends.

Strategic Leadership:

Works closely with the DoH focal person to ensure the implementation of activities under DLI-6 of NHSP. He/she will collaborate with relevant authorities to enhance to discuss the case definitions for finalization. The selected person will

develop a work plan with guidance from the DoH focal person,

These will include a review of existing case definitions of non-communicable and preventive interventions with in current DHIS 2systems, gaps in the existing MIS systems, reviewing and revising the existing case definitions, capacity building of DoH staff on these systems, data entry, reporting, monitoring and data analysis.

Review the entire NHSP project document and understand the mechanism & Program need.

Work closely with PMU team to compliment the work of different sections and departments. He/she will ensure that his/her work is aligned with other DLIs.

Technical Assistance

Provides technical assistance to the PMU of NHSP for reviewing the case definitions and revising the same. He/She will also be responsible for technical assistance in reviewing and revising the tools and reporting systems. where required. He/She will also be responsible for providing technical assistance for work on the interface of different MIS systems, being used by the Department of Health Sindh.

Education & Work Experience:

  • Master’s degree (or equivalent) in public health, management/epidemiology/public policy or related discipline
  • A minimum of 5-7 years’ experience relevant to the position is required.
  • Seasoned expertise in the collection, analysis, and interpretation of epidemiological and event-based surveillance data.
  • Demonstrated knowledge and professional skills in the development and implementation of public health surveillance systems.
  • Ability to demonstrate a high degree of flexibility in managing change across a broad group of stakeholders in an inclusive manner; knowledge of Pakistan’s public health systems, especially the Health Management Information Systems of the Department of Health & Electric Client Record System of PWD, CLMIS, IDSR and knowledge of the political, social, economic, and cultural context of working globally
  • Experience in data analysis and interpretation related to epidemics/pandemics.
  • Knowledge of the communicable and non-communicable disease profile of the country.

Preferred Education and Work Experience:

  • Prefer: well versed with different data systems of the Department of Health
  • Prefer: Experience working with the government, especially the Departments of Health & Population Welfare.
  • Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal, and child health services, and eradication of harmful traditional practices.

Budget:


The total budget allocated for this activity is 600,000 PKR, which will be paid as a lump sum upon achieving milestones. Travel, logistics, and boarding costs related to the assignment are not included in the above-mentioned ceiling amount and will be borne by Pathfinder International.
