TITLE: Consultant/Firm for “Development of Blended Training Curriculum on PYLI, Climate Change, and WASH”

1)     OVERVIEW

WaterAid Pakistan is launching a youth leadership project called Pakistan Youth Leadership Initiative (PYLI) it is a three-year project led by British Council in partnership with Government of Pakistan’s Prime Minister’s Youth Development Program, Higher Education Commission (HEC), WaterAid Pakistan, local CSOs and public universities. The project is co-funded by Qatar based Education Above All Foundation’s program “Reach Out to Asia”.

During the project time frame total of 90,000 youth from universities and communities will be trained in the Global Citizenship Education, leadership, and Climate Action curriculum. These youth will then go out to their communities to carry out Youth Led Climate Actions (YLAs), with focus on following thematic areas;

  • Tree plantation
  • Water conservation
  • Renewable energy
  • Climate education in Schools and colleges
  • Solid waste management

Furthermore, these youth will be further involved in policy dialogue and advocacy, participate in national and international climate events, and showcase their successful project

2)     BACKGROUD

Pakistan is the fifth largest young country in the world and has largest generation of young people ever recorded in national history, 27% are aged between 15 and 29. Large disparities exist among the youth demographic, depending on gender, location, and socio-economic background. Pakistan is one of the five most affected countries by climate change in 21st century. The project will play a key role in creating an enabling environment for equitable inclusion of youth at local, national, and international levels of policy and decision making on climate action leading to implementation of climate mitigation and adaptation approaches. Key stakeholders engaged will include CSOs, academia, government, and international platforms advocating for climate action, increased youth inclusion, leadership, and engagement and youth engagement for climate action.

3)   OBJECTIVES OF THE CONSULTANCY

  • Develop a comprehensive blended training curriculum that effectively integrates Youth Leadership (PYLI), Climate Change, and WASH topics.
  • Ensure the curriculum is adaptable for both online and face-to-face training formats.
  • Incorporate interactive and practical elements to engage participants and reinforce learning.

4)   TARGET AUDIENCE

The developed module aims to be utilized by young people (age 18 – 24 years) present in rural and semi-urban areas across all four provinces of Pakistan with intersectionality of gender, age, education, socio-economic status, disability, and religion, as well as at-risk youth groups who are directly impacted by climate change and its negative impact on human lives, livelihood, and ecosystems.

5)   SCOPE OF WORK

  • Curriculum Design:
    1. Conduct a needs assessment to identify the key learning objectives and target audience requirements.
    2. Develop detailed curriculum content covering PYLI, Climate Change, and WASH, ensuring alignment with best practices and current trends.
    3. Create both online and offline training modules, including lesson plans, training materials, and assessment tools.
    4. Integrate interactive components, such as case studies, role plays, and group activities, to enhance participant engagement.
  • Content Development:
    1. Draft clear and concise training materials, including presentations, handouts, and digital resources.
    2. Develop a variety of learning activities and assessments to evaluate participant understanding and skills.
    3. Ensure that materials are culturally relevant and accessible to the target audience.
  • Blended Learning Approach:
    1. Design a blended learning model that combines online learning with in-person training sessions.
    2. Create guidelines and best practices for delivering the curriculum in both formats.
    3. Provide recommendations for suitable digital platforms and tools to facilitate online learning.
  • Review and Feedback:
    1. Present the draft curriculum to WaterAid for review and incorporate feedback.
    2. Revise the curriculum based on feedback to ensure it meets the project’s objectives and quality standards.

6)     DELIVERABLES

  • Needs Assessment Report: Summary of the need’s assessment, including identified learning objectives and target audience requirements.
  • Blended Training Curriculum: Comprehensive curriculum with detailed lesson plans, training materials, and assessment tools for PYLI, Climate Change, and WASH.
  • Training Materials: Interactive content, presentations, handouts, and digital resources for both online and face-to-face training.
  • Implementation Guidelines: Recommendations for delivering the curriculum and utilizing digital tools and platforms.

7)     DURATION  

The consultancy is expected to last 01 month, starting from 10th September 2024 to 10th October 2024. Specific milestones and deadlines will be agreed upon at the start of the consultancy.

8)      QUALIFICATON AND EXPERIENCE

  • Proven experience in developing training curricula related to Youth Leadership, Climate Change, and WASH.
  • Strong knowledge of blended learning approaches and experience in designing both online and offline training materials.
  • Excellent written and verbal communication skills.
  • Ability to work collaboratively with diverse stakeholders and incorporate feedback effectively.
  • Relevant academic qualifications and professional experience in education, environmental science, or a related field.

9)     EVALUATION CRITERIA

Proposals will be evaluated based on the following criteria:

  • Demonstrated expertise in curriculum developed on climate change, Climate Resilient WASH and, gender & climate (samples manuals are required to submit with the proposal)
  • Qualifications and expertise of key personnel involved in the assignment, especially those with relevant academic backgrounds and professional certifications.
  • Clear and comprehensive methodology for developing of training toolkit.
  • Well-structured and realistic work plan outlining key activities and timelines for the completion of the assignment.

10) Application Process and Closing date

Interested consultants should submit a proposal outlining their approach to developing the curriculum, including a detailed work plan, timeline, and budget.
