Introduction & Context

The German Red Cross (GRC) and the Pakistan Red Crescent Society (PRCS) are seeking a consultant or a consultancy firm to undertake a Final Evaluation of the project "Strengthening the capacities of the Pakistan Red Crescent Society in the area of climate-sensitive disaster risk management" (locally known as "Climate Advocacy Coordination for Resilient Action" – CACRA) funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) under the social structural funding instrument (SSF) between 1st January 2022 and 31st December 2024. GRC and PRCS plan for the final evaluation to be conducted in the final quarter (November to December 2024 to assess the overall Impacts of the project, based on the OECD-DAC criteria, while generating recommendations for further activities and the sustainability of the project outcomes, with a view to the overall SSF program objectives as well as the next phase of the program.

BMZ SSF funding aims to strengthen social capacities for development at the macro, meso, and micro levels and generally consists of three consecutive phases of a duration of three years each.[1] GRC has been implementing SSF projects since 2011 in a variety of countries, including Pakistan.

The Pakistan SSF program´s first phase focused on organizational development at PRCS to identify existing gaps and create the necessary internal conditions for climate change to become an area of intervention for PRCS. This included developing a disaster risk management (DRM) policy, a climate change adaptation strategy, and guidance on community-based risk reduction that provided the internal organizational framework against which staff could be trained, as well as a basis for external representation, particularly to other DRM actors. At the same time, instruments of community-based climate-smart DRM were developed with the involvement of other organizations, and tested, at least in part, in other PRCS projects.

 

Phase II builds on the momentum achieved in Phase I and aims to position PRCS as a key actor in climate resilience building, while building capacities so it can contribute to building community resilience to climate change.
