General Position Summary

The Program Officer is pivotal in ensuring the seamless execution of the Specimen Transportation intervention, focusing on operational optimization and support. This role demands proactive coordination with both internal and external stakeholders, as well as adept management of day-to-day administrative and logistical tasks. The ideal candidate exhibits self-motivation, analytical prowess, and a commitment to operational excellence.

Essential Job Responsibilities

  1. Manage monthly payment requests for Riders and Healthcare facilities, along with procurement requests and other related documents.
  2. Keep detailed records and logs to track daily tasks for partners and healthcare facilities.
  3. Monitor dashboards daily to check intervention performance and find ways to improve.
  4. Create regular reports to evaluate the intervention’s quality and share findings with the team and partners.
  5. Ensure all reports and tasks are completed on time and meet quality standards through desk monitoring.
  6. Help draft important documents for vendors/partners, like scopes of work and enhancement lists.
  7. Oversee all logistics and operations related to specimen transportation.
  8. Work with Coordinator to develop specific plans for the intervention.
  9. Visit the field as needed to check on rider progress and report back to the coordinator within a week.
  10. Coordinate smoothly with internal and external stakeholders as needed.
  11. Generate regular financial reports to assess intervention quality and share insights with stakeholders.
  12. Process procurement requests for the intervention, following organizational policies and procedures.
  13. Any other task assigned by the Supervisor / Coordinator.

·       Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work

·       Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members

·       Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other option

Reports Directly To: Coordinator Specimen Transportation

Works Directly With: Senior Program Manager, Technical Advisors, M&E Officers, Data Management Officers, Project Assistant and Field Officers

Knowledge and Experience

  1. Bachelor's degree in finance, accounting, business administration, or a related field is preferred.
  2. Prior experience of 3 years in financial management, budgeting, and reporting is essential.
  3. Proficiency in financial software and tools (e.g., Excel, accounting software) is mandatory.
  4. Strong analytical skills and attention to detail are prerequisites.
  5. Excellent communication and interpersonal skills are essential for effective stakeholder coordination.
  6. Previous experience in a similar role within the healthcare or logistics sector is benefit.
