General Position Summary
The Head of Office (HOO) will provide strategic leadership and overall management for Mercy Corps' ongoing and forthcoming Programs in Sindh. Reporting to the Director of Programs, the incumbent will be responsible for program implementation, development, and partnerships, along with stakeholder coordination, resource management, and ensuring compliance with organizational protocols. Moreover, the Head of Office will hold a pivotal position within the Management Team, providing leadership and mentorship to field team, overseeing staff development initiatives, and furnishing support and troubleshooting assistance as needed to smoothly operate Mercy Corps Sindh Office. Additionally, HOO will actively contribute to the development of new programs, aligning with the country strategy and adhering to Mercy Corps' global initiatives and policies.
Essential Job Responsibilities
Program Leadership and Management:
- Provide strategic direction and oversee the planning, implementation, monitoring, and evaluation of all programs in Sindh, ensuring alignment with organizational goals and objectives.
- Manage and supervise program activities in project districts, coordinating regularly with stakeholders at provincial level.
- Ensure compliance with Mercy Corps policies, donor guidelines and requirements.
- Lead and facilitate coordination with project managers and technical leads to ensure effective program delivery, quality assurance, and adherence to guidelines.
- Conduct regular meetings with regional coordinators and project staff to review performance, identify issues, and provide guidance and support.
- Review and analyse field visit reports, monitoring checklists, and financial pipelines, ensuring timely reporting and adherence to policies and procedures.
- Identify challenges, develop mitigation plans, and implement recommendations in consultation with project teams and senior management.
- Assess staff knowledge and skills, provide recommendations, and support capacity building initiatives.
- Collaborate with the PR team to document best practices, lessons learned, and recommendations.
- Represent Mercy Corps at various forums and meetings.
Stakeholder Coordination and Engagement:
- Establish and maintain effective partnerships with government agencies, non-governmental organizations (NGOs), community leaders, and other stakeholders.
- Facilitate coordination and collaboration among key stakeholders to enhance program impact and sustainability.
- Maintain and ensure smooth relationship with relevant government departments, INGOs/ NGOs and UN agencies (for smooth implementation of the program
- Ensure strong coordination with relevant provincial departments, hold regular meetings, and represent the work of Mercy Corps at the provincial level.
- Facilitate in taking necessary approvals required for smooth program implementation.
- Ensure timely submission of reports to PR unit as per agreed work plan.
- Participate in project related internal and external meetings and discussions.
Resource Management:
- Oversee overall management of the Mercy Corps Sindh Office (all programmatic, financial, human resources, and logistical aspects).
- Ensure efficient utilization of the resources in accordance with organizational policies and donor guidelines.
- Collaborate with finance and operations teams to develop budgets, track expenditures, and report financial progress.
Team Leadership and Capacity Building:
- Lead project teams in achieving agreed outputs through effective planning, implementation, and review processes.
- Facilitate capacity building initiatives to ensure team understanding of project activities and successful delivery of project deliverables.
- Review probationary/annual goals, assess team performance, and identify training needs for improvement.
- Ensure evaluations and disciplinary measures are conducted in accordance with Mercy Corps policy.
- Provide leadership and guidance to project teams, fostering a culture of accountability, collaboration, and innovation.
- Support staff development and capacity-building initiatives to enhance skills and competencies.
- Support the Director of Programs, Director TB-Program, MEL Manager, Project Managers, Compliance department, and Country team during field visits and project progress updates.
- Maintain professionalism to uphold Mercy Corps' humanitarian mission and conduct trainings related to project activities for staff.
- Provide support and oversight to Operations, Finance, HR, and Security departments in coordination with relevant counterparts in MC-Sindh Office.
Security and Risk Management:
- Ensure compliance with security procedures and policies to ensure the safety and security of staff and program assets.
- Proactively identify and mitigate programmatic and operational risks to minimize impact on program delivery.
Reporting and Documentation:
- Ensure timely and accurate reporting of program activities, achievements, and challenges.
- Prepare program reports for internal stakeholders, donors, and other relevant parties.
- Maintain comprehensive documentation of program activities, including lessons learned, best practices, and success stories.
SAFEGUARDING RESPONSIBILITIES
- Actively learns about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work
- Practices the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members
- Encourages openness and communication in their team; encourages team members to submit reports if they have any concerns using reporting mechanisms e.g., Integrity Hotline and other option
Supervisory Responsibility
- Supervision of all project activities, and the project staff (Regional Coordinator (01), Admin and Finance officer, Data Management Officer, and Program Officer
- Probationary review and appraisals of staff directly reporting to this position.
Accountability
- Reports Directly To: Director of Programs
- Works Directly With: The teams and in close coordination with the Director TB Program, Senior Program Managers, Senior Technical Advisor, Technical Advisor-ECF, Technical Advisor-ACF, PPM Coordinator, Coordinator Specimen Transportation, MEL Manager, Procurement, HR and Finance teams
Knowledge and Experience
- The preferred candidate should hold a master’s degree in international development, public health, or a related field,
- 8-10 years of program management experience, preferably within the development or humanitarian sector,
- At least 5 years in a senior management capacity.
- Demonstrated leadership and management abilities, including proficiency in team leadership and overseeing complex projects, are crucial, alongside outstanding communication, negotiation, and interpersonal skills.
- Desirable qualifications include experience in cultivating and sustaining relationships with diverse stakeholders, as well as familiarity with donor regulations.
- An understanding of TB control interventions and public health programs is advantageous.
- Previous experience in implementing and managing development sector initiatives is a prerequisite, with additional preference given to individuals with a background in working with well-known donors including Global Fund.
- Proficiency in English and local languages is required, along with the capability to effectively convey technical information.
