Call for Application- Senior WASH Technical Assistant

Under the overall supervision of the WASH & SNFI Programme Manager and under direct supervision of the Senior WASH Team Coordinator, the successful candidate will help coordinate and contribute to the implementation of Water, Sanitation and Hygiene (WASH) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.

Responsibilities and Accountabilities

  1. Carry out technical assessments and analyze the data collected towards the implementation of projects in the water, sanitation and hygiene to respond to the needs of the communities.
  2. Assist in designing WASH project interventions and prepare cost estimates for water, sanitation and related hygiene interventions.
  3. Design and lead the technical components of the WASH programme, including the different modalities of implementation (cash, vouchers, in-kind, etc.).  Facilitate the integration of relevant cross cutting themes (e.g. Gender, Environment, AAP, etc.) and oversee compliance, reviewing the quality of implementation of the required activities for the successful completion of the different project activities in line with donor requirements and IOM rules and regulations.
  4. Review technical specifications, BoQs, drawings of the WASH infrastructure planned to be implemented as necessary in order to guarantee quality of the output and alignment to donor requirements.
  5. Monitor that materials are used in accordance with BoQ and instructions from the supervisor, keeping records and coordinating with the Logistic Officer for request and delivery to implementation sites.
  6. Implement basic WASH infrastructure projects.
  7. Regularly monitor all basic infrastructure, WASH projects in progress and provide weekly updated summary to the National Officer WASH.
  8. Support rapid needs assessment, beneficiaries identification and distribution of hygiene and other NFI kits, including post-distribution monitoring.
  9. Prepare daily field reports, analyze the reports and discuss matters that need attention with supervisor.
  10. Bring to the attention any works which are not meeting timelines or where quality standards are not being met.
  11. Verify that projects are completed to a satisfactory standard before final payment is authorized.
  12. Assess technically the progress of the project(s) under supervision to confirm that compliance of outputs to planned targets is achieved.
  13. Any other duties as may be assigned.

EDUCATION

  • Bachelor’s Degree in Civil, Water and Sanitation, Environmental Engineering, Geology, or a related field from an accredited academic institution with four (4) years of relevant professional experience; or
  • DAE (Diploma of Associate Engineering) Civil, Architecture or a related field from an accredited academic institution with six (6) years of relevant professional experience

EXPERIENCE:

  • Experience in the implementation of WASH activities in developing countries, preferable in countries facing humanitarian crises and in support of emergency responses; experience in the region is an advantage;
  • Experience in the design and implementation of WASH infrastructure, including contract management.
  • Experience in the implementation of activities that include the promotion of hygiene.

SKILLS

  • Excellent monitoring and evaluation (M&E) skills; managerial skills; organizational
    skills
  • Knowledge of computer assisted design and modeling software such AutoCAD, QGIS and Epanet.
  • Ability to work with limited supervision.
  • Works effectively with Donors, local authorities, stakeholders, beneficiaries, and the
    broader community to advance country office or regional objectives.

LANGUAGES 

REQUIRED

For this position, fluency in English and working knowledge of Pashto is required (oral and written).

DESIRABLE

Fluency in Pashtu or Dari is highly desirable

Working knowledge of Urdu is highly desirable
