The Programme Manager will be part of the new initiative “Elderly Care Program” (EC) a joint initiative of AKU & AKHSP with the aim to improve quality of life of elderly population within the service delivery arears though establishing evidence-based service delivery models and best practices in the elderly care at Karachi and GBC.

Program Manager Elderly Care will have dual reporting line, report to the Head of Community Health & Donor Funded Programs (60%) and Head of Research (40%). He/she works in close coordination with the Regional Heads/Lead and will be responsible to provide technical support and knowledge to the regional research and field teams for program implementation.

Overall, the Programme Manager will be responsible for compliance with administrative, financial, and technical aspects of the project and in maintaining a positive and constructive dialogue with counterparts.   The programme manager will lead the execution of the research and programme service delivery and be responsible for day-to-day management and coordination of the programme’s activities on a technical and managerial level. Beside this, s/he will be responsible for leading technical aspects of the programme, identifying and designing coordination with key stakeholders such as AKU and other AKDN and Jammati institution. The Program Manager will play a strategic role to ensures that research innovation can become part of regular programming under AKHS, P’s vision of strengthening of health systems. The position requires frequent traveling to project implementation areas, Karachi, Gilgit and Chitral.

Improving quality of health services and capacity building under assigned areas (15%)

  • Design capacity-building activities for staff, stakeholders, and volunteers on key thematic areas.
  • Oversight, program activities and mentorship of staff and research project team.
  • Conduct community awareness and marketing activities to increase uptake of preventive, promotive and curative services by the aging population.
  • Take ownership of any other specific tasks assigned by line manager.

Support health system strengthening efforts as a technical and thematic lead of Elderly Care (15%)

  • Identify health system gaps in AKHS, P health centres and serve as a thematic lead towards fulfilling gaps in elderly care service delivery and quality of care.
  • Lead the AKHSP EC thematic area through technical advice, and coordination with other program managers and other partners.
  • Play a key role in development of a digital backbone to support healthcare for the aging population that is integrated within the AKHS, P and AKU MIS systems and facilitates easy referral to offer a continuum of care to the elderly.

Program management, monitoring and delivery of results (30%)

  • Develop yearly plans with detailed programmatic implementation plans and budgets, responsibilities, and timelines (mid of every year).
  • Providing technical design inputs, SOPs, Guidelines and KPIs/Indicators that need to be used for effective implementation.
  • Ensure all necessary approvals for above are obtained on time.
  • Ensuring monitoring of programmatic and budget activities for each year and make sure that programmatic targets and deliverables of the program are met.
  • An annual spending rate of more than 90% is achieved through effective grant management.
  • Coordinate with Regional Heads and supporting Regional Project coordinator to ensure that on ground implementation is aligned with approved annual workplan.
  • Ensure progress reports are submitted on time and are of high quality.

Stakeholder management, communication, and coordination (15%)

  • Ensure effective management of all internal and external stakeholders and maintain good working relationships with AKU, NC and other AKDN agencies.
  • Ensure ownership of program results through timely submission of deliverables to all relevant stakeholders.
  • Works as liaison between program and research team

Carryout High-Quality Research (25%)

  • Design and implement high quality research activities, tools and protocol with close coordination of PI and CO-Is.
  • Ensure Data quality, capacity building of research staff and mentoring.
  • Ensure the successful implementation including reporting, grant management and integrated Elderly research agenda.
  • Ensure the implementation of research ethics and safety of the research participants.

Qualifications and experience requirements

  • MBBS, BScN/ MScN, MPH, Diploma in Public Health, MBA in health administration and Master in Social Science
  • Experience in technical report writing, proposal writing, concept notes, briefs, and presentations.
  • Demonstrated proficiency in professional software required to perform above writing and presentation development tasks.
  • At least 5 years’ experience of research and program management / coordination in development sector, previous work with elderly program will be additional benefit.
  • Willingness to travel to program focused geographic areas.
