1.          Background  

CBM is an international development organisation, committed to improving the quality of life of people with disabilities in the poorest communities of the world irrespective of race, gender or religious belief.

CBM is supporting a multiyear project to build capacity of organization for people with disabilities (OPD). Doaba Foundation is implementing the project in three districts of South Punjab. The project focus is on enabling the OPDs to have system and procedures in place to function effectively and independently. The project comprised of different trainings aim to improve existing capacity of OPDs in different areas related to organization development.

2.          ASSIGNMENT OBJECTIVE

Objectives:

  • Orientation and training of the project steering committee on project reporting standards, governance, decision making, whistle blowing and safeguarding
  • Monitoring visits to assess project progress and provide technical support for ensuring compliance and improving quality of the project outcomes.
  • Training on digital accessibility and inclusive communication for delivering accessible project documents and establishment of systematic approach to monitor inclusive communication- establishment of mechanism as well as training

2.1.     Scope of assignment:

This assignment is focused on the OPDs capacity building and all activities mentioned in the ToR are contributing towards the improved capacity of the OPDs. The training participants will be from partner organization and participating OPDs in the project.

The assignment completion report should reflect and identify key lesson learnt during the implementation of the project.

2.2.     Target audience and intended use

Project staff of partner organization and representative from OPDs participating in the project.

3.          Methodology

The selected consultant will develop materials, conduct training and other tools required for this assignment and will submit an inception report. The consultant will consult with representative of OPDs and partner organization in the material development process.

The methodology must be inclusive for persons with disabilities to fully reflect their opinion and voices.

a.             Desk Review

The consultant will review all project documents (MYP documents, Project Annual Action Plans, Project Progress Reports, Narrative Reports, End of Year Reports etc.) and other secondary information available on the topics of this assignment

3.1.     Commissioning responsibility

This assignment is commissioned by commissioned by CBM, represented by its programme officer or any other persons nominated by CO Office Pakistan.

3.2.     Team Composition

Expert in digital accessibility and have past experience in conducting similar assignment

Safeguarding Policy:

As a condition of entering into a consultancy agreement the evaluators must sign the CBM Child Safeguarding Policy and abide by the terms and conditions thereof.

3.3.     Management of the assignment and logistics

The members of the team are responsible to acquire the necessary insurance (including health, accident, and liability) and permits (including visa, NOC etc.).

The team is responsible to accommodate the needs of persons with disabilities during stakeholder meetings (e.g. workshop, focus group discussions). CBM Country Office can advise and support the team in making the necessary arrangements.

The members of the team are responsible to acquire the necessary insurance (including health, accident, and liability) and permits (including visa, NOC etc.).

8.          Costs and payments

CBM will provide HR cost as per mutual agreement. All payments to the consultant will be made on the basis of terms and conditions of the agreement. A mobilization cash advance can be provided by CBM (not more than 30% of the total agreed budget) at the request of the consultant.
