INTRODUCTION OF ORGANIZATION

Association for Gender Awareness & Human Empowerment (AGAHE) is national non-government organization (NGO) established in 2007 under the Societies Act, 1860 with a vision to ‘create an enabling environment for vulnerable segments of society where they can utilize their full potential for improvement in their lives and have equal opportunities to safeguard their rights’. Core thematic areas of AGAHE include Water, Sanitation & Hygiene, Health & Nutrition, Sustainable Livelihood, Governance and Disaster Risk Reduction (DRR). AGAHE has been working in various parts of Punjab.2.      

PROJECT BACKGROUND

The recent floods in Punjab along the Sutlej have brought widespread devastation as the river has swelled manifold to its highest level in 35 years. A United Nations conference on South Punjab informs that as climate change gains pace, south Punjab's agrarian economy in vulnerable to the impacts of the global climate emergency and disaster preparedness is one of the areas that require more attention Extensive sections along the riverbanks are submerged bringing eight million acre feet  of water to the unprotected lower regions of Punjab. The Sutlej-Beas duo has so far spell disaster for eight districts Kasur, Okara, Pakpattan, Vehari, Lodhran, Multan, Bahawalnagar and Bahawalpur, and even weeks after the water first crossed its banks, the inflows from Sutlej's routes are still at well over 100,000 cusecs. Water flow at Ganda Singh Wals was recorded at 280,000 cusecs, the highest in the history of the country.

Several hundred villages and thousands of acres of land in the province were inundated when the Sutlej River burst its banks. According to the National Disaster Management Authority. 73 people have died and 165 sustained injuries across Punjab. Another source reports around 3,300 acres of crops have been damaged in the provinces, with Punjab and Sindh suffering the most “Families waded through water and cattle were loaded onto boats in a mass evacuation of around 100,000 people in Punjab.”

The purpose of this Action is to provide protection assistance to flood-affected targeted households and address their immediate social needs, with a particular focus on vulnerable and marginalized groups, such as women and disabled-headed households, during a short-term relief phase. Pakistan Poverty Alleviation Fund will collaborate on project implementation with the Association for Gender Awareness & Human Empowerment (AGAHE). The Partner Organisation (PO) will coordinate with district authorities in Okara and Kasur to identify locations, beneficiaries and distribution points. While the distribution is being done, the partner will monitor, report on field activities, and record experiences of beneficiaries.

Informed by the on-ground needs identified by local administrations and through local partners, the Action, over a period of 3 months in 2 districts and 5 Union Councils (UCs), will:

  • Provide 1,248 winterized kits in Okara (526 kits), Kasur (722 kits);" 
  • Provide 1,248 non-food items comprising hygiene kits and household items in Okara (526 kits), Kasur (722 kits).

3.ASSIGNMENT AND ITS OBJECTIVES

AGAHE requires services of independent filmmaker/communication firm to produce a documentary to showcase the project results and impact.

The major objectives of the assignment are:

AGAHE is interested to hire the services of a filmmaking consultancy firm/individual to make documentary to portray the existing and the post-implementation situation in the project results.

Following are the specific objectives of the documentary:

(a) To showcase the of Identification and registration process of beneficiaries in district Kasur and Okara .

(b) TO showcase events of Distribution of Packages for flood affected communities in District Kasur, Okara.

(c) To showcase the impact that “Emergency Relief Assistance to 2023 Heavy Rainfall and flood Affected Communities in South and Central Punjab-AGAHE” project has brought through project interventions especially Post-Distribution of Winterised kits and non food items comprising hygiene kits in district Kasur and Okara.

(d)To showcase AGAHE’s commitment and efforts made to contribute to poverty reduction among flood-affected populations of Pakistan and showcase the action is to provide protection assistance to flood affected targeted household and address their immediate social needs, with particular focus on vulnerable and marginalised groups.

(e) Interviews with AGAHE, Donor, stakeholders, and project staff (5-6 Interviews)

 3.Output/ Deliverables

a)      Concept paper followed by the script of the video.

b)      Story board once the script is locked and approved.

c)       Footage of Project interventions, and individual interviews with the target communities, AGAHE staff, PPAF, and stakeholders.

d)      Submission of high-definition video of 3-4 minutes duration each in HD formats along with all the raw footage of areas.

e)      50 HD Photos of project activities and stakeholders.

f)        Signed consent forms as per AGAHE and PPAF guidelines for all individuals/beneficiaries filmed.

4. How to Apply / Application Process

Interested applicants should send technical and financial proposals consisting of following information.

  • Cover letter detailing the consultant’s/ firms’ suitability for the assignment and current contact information.
  • Technical Proposal: A short description of methodology (pre-production, production, and postproduction activities in line with clear timelines) to undertake assignment.
  • Profiles/CVs of the Lead consultant and the production team (Director, DOP, Editor, Translator)
  • Profile/CV of the photographer along with web-links to access his/her sample work.
  • Profile of Firm/consultant highlighting its experience.
  • Web Links containing sample work of relevant videos for reference and quality check.
  • Financial Proposal: Quotation specify that the cost inclusive of all taxes for this assignment

5. Duration of Assignment

AGAHE requires pre, during & and post implementation scenario of the project; filmmaker will be required to complete this documentary in twenty (20) days in different stages of project from the date of signing the contract which details are as follows.

  1. 2-3 days pre project activities and 4-5 interviews from key stakeholders.
  2. 2-3 days distribution of the Winterized Kits and Non-Food and 3-4 interviews from beneficiaries.
  3. 4-5 days to record the post project interventions 6-7 interviews from key stakeholders and beneficiaries.
  4. 8-9 days for editing the documentary, 1st draft and then final draft of documentary after approval from AGAHE & Donor

6. Intellectual Property

All information pertaining to this project (documentary, audio, digital, cyber, project documents, etc.) belonging to the AGAHE, which the Consultancy firm/individual may come into contact within the performance of his/her, duties under this consultancy shall remain the property of the AGAHE who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the AGAHE in line with the national and International Copyright Laws applicable.

7.Other conditions

All travel expenditure/ arrangements should be covered in the total cost of consultancy; the consultant/ firm will carry full responsibility for all those arrangements.

8.Payment Schedule

Payment will be made in the following manners.

  • 20% payment will be paid upon submission of workplan, equipment detail and travelling plan and signing of agreement.
  • 40% payment will be released upon the submission of draft Documentary and provision of 25 HD photos of project interventions.
  • 40% payment will be released upon the submission of final version of Documentary with other deliverables and its formal approval from AGAHE and donor.

* Tax will be deducted as per prevailing laws in Pakistan.

9.Required Qualifications and Experience of the consultancy Firm/Consultant

The consultancy firm/Consultant will be required to have.

  • Minimum of five years’ work experience in documentary filmmaking.
  • Extensive experience in producing development-related documentaries for national or international organizations with the aim of reaching both local and international audiences.
  • Experience in working on relevant projects with national and international NGOs.
  • Local knowledge and cultural awareness of all regions in Pakistan, particularly disaster-prone areas in Punjab.
  • Excellent technical capacities (state-of-the-art filming equipment, preferably High-Definition full frame cameras) to ensure high quality production and high levels of professionalism.
  • Ability to operate under strict time limits and demonstrate flexibility to take inputs in refining and finalizing the video.
  • Ability to work in English, Urdu and Punjabi language.

Proposals received after the submission deadline will not be entertained under any circumstances.

AGAHE reserves the right to accept or reject the proposals without assigning any reason whatsoever.
