Background

USAID/Pakistan’s Office of Climate and Sustainable Growth (CSG) in coordination with the Government of Pakistan, the Global Dairy Platform (GDP) and other stakeholders, will engage the Green Climate Fund (GCF) to initiate a large-scale greenhouse gas (GHG) emission-intensity reduction program in the dairy sector. In this regard, CSG plans to use the service of a consulting firm/contractor to organize a consultative meeting with dairy stakeholders working across the dairy value chain on climate change mitigation and adaptation in Pakistan.

In this regard, USAID is organizing a one-day Consultative workshop in Islamabad. The objective of this workshop is to familiarize, set the stage, and build consensus amongst all key dairy stakeholders for a GCF funded program to reduce GHG emissions and strengthen climate change resilience in dairy systems. During the meeting roles and responsibilities of different stakeholders will be identified to kick-start the program. Additionally, this meeting will help gather expert opinions on challenges, opportunities and current activities related to reducing GHG emissions in the dairy sector and lessons learnt from Pakistani dairy specialists, private sector, the federal and provincial governments, and the donor community.

Expected participants include the representatives of but not limited to :

1)     The Federal Ministry of Climate Change (MoCC) (the Minister of which is the GCF focal point for Pakistan) ;

2)     The Ministry of National Food Security and Research (MNFSR);

3)     Livestock and Dairy Development Departments from all Provincial Governments;

4)     GCF accredited entities such as National Rural Support Programme (NRSP), JS Bank Limited, (microfinance bank), and Acumen (nonprofit impact investment fund);Green Climate Fund (GCF);

5)     Global Dairy Platform (GDP);

6)     The Livestock and Dairy Development Board (LDDB);

7)     Pakistani CSO working on dairy/livestock production;

8)     Academia and provincial research institutions working on reducing methane emission from dairy/livestock;

9)     The private sector working in dairy value chain; including representatives of dairy processing companies, dairy cooperatives and animal feed companies

10)  United Nations Food and Agriculture Association (FAO)

11)  The World Bank;

12)  The Asian Development Bank (ADB);

13)  International Livestock Research Institute (ILRI);

14)  Department of Foreign Affairs and Trade (DFAT), Australian High Commission;

15)  Department for International Development (DFID), UK High Commission;

16)  Input supply and agro service providers (including veterinarians, feed and technology suppliers, semen importers and distributors and others);

17)  Rural business support services including processors for dairy industry;

18)  Associations from Landhi Cattle colony in Karachi

NRSP is seeking a highly competent Dairy Sector Expert to design and lead this consultative workshop in collaboration with USAID Pakistan and other stakeholders. The Dairy Expert is expected to:  

  1. have expertise relate to methane mitigation in livestock/ dairy sector
  2. have technical background with expertise in productivity improvement and knowledge about reducing GHG emissions from dairy value chain
  3. describe global efforts to reduce GHG emissions from dairy, such as the Global Methane Pledge and the Pathways to Dairy Net Zero, work by USAID, World bank and other donors, including work in East Africa, which will serve as an example for a GCF project in Pakistan,
  4. describe the Pakistani dairy sector and its GHG emissions, as well as its mitigation challenges and opportunities, and
  5. suggest options to reduce GHG emissions from Pakistan's dairy sector
