Terms of Reference

1.      About WaterAid

Clean water, decent toilets, and hygiene are three essentials that help people lead dignified and healthy lives. They should be normal for everyone, but for millions of people, they are not. 2.      Context and Background  

WaterAid, in its mission to address the current and future water, sanitation, and hygiene (WASH) needs, we have adopted a comprehensive approach that encompasses public health and climate adaptation strategies. We implement a range of interventions including hygiene behaviour change, menstrual hygiene management, rural and urban sanitation, safe water systems, and WASH in institutions such as healthcare facilities and schools.

3.      Purpose of this consultancy

WaterAid Pakistan is using thematic style reels to show what we do, our impact, and our plans for the next five years. These reels will help us communicate internally across global forums, regional teams, and meetings with donors, while also increasing our digital media presence to engage a wider audience.

4.      Key Objectives

• Communicate Who We Are: Capture the essence of WaterAid’s mission, values, and history.
• Showcase What We Do: Highlight key projects, interventions, and innovations in the field of Water, Sanitation, and Hygiene (WASH) across Pakistan.
• Outline the 5-Year Country Programme Strategy: Illustrate strategic priorities, objectives, and anticipated impacts of WaterAid Pakistan’s Country Programme Strategy 2023–2028.

5.      Scope of the work

The selected filmmaker or organisation will be responsible for producing reels (short videos) within given timeframe. The campaign material must meet the following requirements:

• High-Quality videos: The videos should be filmed with professional camera and lighting equipment. The videos should be visually appealing and align with the project's objectives.
• Clear Audio: The audio should be clear and solid for showcasing on large speaker in any event.
• Style and Theme: The filmmaker or organisation should be able to adapt their style and technique to match the project's desired aesthetic.
• Medium: The final deliverables will be required in digital format and be ready for airing on different platforms. The choice of software will be left to artists discretion, provided that the final material meets the specified quality standards.
• Equipment and Workspace: The filmmaker or organisation should use their own equipment, including camera, lighting, software, and any other necessary equipment.
• Scripting: The filmmaker or organisation will draft the script for videos from the data provided by WaterAid’s communication team.
• Coordination for Shoots: WaterAid provincial teams through local implementing partners will coordinate for the intervention sites or areas with the filmmaker or organisation. WaterAid’s communication team will ensure the quality and standards of the campaign material.

6.      Deliverables

7.      Key Features of Deliverables:

1. The filmmaker or organisation will shoot videos with captions in the English language.
2. The final script of the videos will be reviewed and approved by WaterAid 05 days prior to start of shoot.
3. The reels will be shoot at 5 locations around our intervention’s areas: Islamabad, Peshawar, Lodhran, Karachi and Badin.
4. The filmmaker or organisation will be responsible for all the logistic arrangements on self-base.
5. The filmmaker or organisation will share all the raw data/footages with WaterAid within 10 days after the shoot.
6. The filmmaker or organisation will take formal consent in written from the participants. Form/layout will be provided by WaterAid.
7. The filmmaker or organisation will ensure correct usage of WaterAid’s logo at the start and ending of the videos.
8. The final reels will be of 45 – 60 seconds each.
9. The filmmaker or organisation will have a meeting with the stakeholders for clear understanding of branding during the shoot.
10. The first cut of the reels will be shared with WaterAid for ensuring quality in terms of delivery and branding.
11. The filmmaker or organization will provide one combined video of 9 to 10 minutes having all the shots, testimonials and facts already covered in separate reels.

8.      Timeline:

The deadline for submission is as follow:

• Draft Script: August 19, 2024
• Final Script: August 30, 2024
• First cut of Reels: September 30, 2024
• Final Products: October 14, 2024

9.      Supervision

The consultant will be reporting to the Communications Coordinator from WaterAid Pakistan.

10.   Application/ Proposal

The proposal should contain the following:

• An expression of interest (Max two pages) explaining your interest, experience and capacity for the consultancy against each of the selection criteria. Please do explain how your skills match the tasks detailed in the job description.
• Lead Consultant and team’s profile/ portfolio/ CV (not more than 4 pages)
• Financial proposal (In separate envelops), quoted as key budget heads/ level of efforts with budget narrative.

11.   Desired qualifications, specialized knowledge, or experience

a)     Qualifications and Experience:

• At least five years of proven experience in scripting, video making and editing through professional software
• Experience in covering water, sanitation, and hygiene-related social, environmental, and development subjects
• Experience of working with the developmental and humanitarian INGOs.

b)     The consultant must share the contact details of the two most recent clients for cross reference

c)     Language Proficiency

Fluency in English and Urdu (Punjabi, Pashto and Sindhi will be advantage)

d)     Evaluation criteria

Technical offers will be evaluated according to the “Evaluation Criteria” below and the technical qualification threshold point is “70”.

12.   Schedule of Payments

a) 1^st tranche 20% of the total value of the assignment on submission of final scripts as verified by Communications Coordinator WA Pakistan

b) 2^nd tranche 50% of the total value of the assignment at the submission of first draft of reels as verified by Communications Coordinator WA Pakistan

c) 3^nd tranche 30% of the total value of the assignment at the submission of final approved reels as verified by Communications Coordinator WA Pakistan.
