ROLE PURPOSE:

The Project Manager – Child Early and Forced Marriages (CEFM) is primarily responsible to support the successful implementation through the implementing partner/s at the designated districts of Sindh and Baluchistan. S/He will support partners and frontline workers for ensuring high quality standards in the technicality and quality delivery of the CP programs. S/He is expected to represent the organization at CP, GBV working group/s at provincial level, other provincial and district level meetings with INGOs, UN and stakeholders.

KEY AREAS OF ACCOUNTABILITY:

Programme Coordination and Implementation

  • Specifically, the Project Manager shall: Ensuring effective project management of the assigned project by maintaining the delivery of appropriate technical, operational, financial, and administrative outputs, while tracking the project progress through monitoring, evaluation, and reporting.
  • Directly supervise and manage the implementation through partner (IP) team in the implementation of interventions in the target districts. 
  • Technical support to implement the activities of the project, to ensure the implementation in accordance with the proposal guideline and standard.
  • Managing and coordinating the implementation of the sectoral activities based on the relevant project documents, including, as needed, supervision and guidance of project staff and IPs with a view to achieving project results.
  • Developing comprehensive/detailed project work-plans in consultation with the project team, sector coordinators, and Area Director. that include all project activities and roles and responsibilities of staff, IPs and other stakeholders and setting-out corresponding milestones.
  • Mobilizing goods and services to support project activities, including drafting TORs and works/product requirements and specifications.
  • Ensuring adherence of project activities to the existing financial, procurement and administrative processes that are in line with prevailing SCI rules and regulations and, at the same time, observing the project timelines.
  • Supervise the project team in conducting needs assessments, survey, post-distribution monitoring, etc.
  • Keep close coordination with relevant stakeholders (Govt. line departments, district and provincial administration, clusters, and others at the district and provincial level)
  • Support and facilitate in organizing capacity-building events (training, workshops, orientations, sessions, etc.) for implementing partner team, communities, and beneficiaries with the technical support of sector coordinators, TAs, Area Director.
  • Contribute to the documentation and communication of learning within the organization and seek, where possible, to share that learning with key stakeholders.
  • Compile narrative and financial reports and to assist in the collection, analysis and dissemination of research and other relevant data for Area Director and Program Manager CP & CRG to prepare monthly, quarterly, Bi-annual and Annual reports for donors;
  • Assist in partnership locally with stakeholders both in public and private sectors.
  • Assist Area Director in identification of needs and opportunities for program activities besides, facilitating in designing and development of concept notes/proposals.
  • Perform any other task relevant to the role.

Technical support and quality assurance: 

  • Coordination with Logistics, Admin, Finance, Award departments for cash projection, procurements, timely payments, and budget reviews and phasing.
  • Report all technical and non-technical related issues in the field in a timely manner and follow up on the procedures.
  • Coordinate with partner organisation in collecting/ensuring timely monthly workplans, activity status and follow up on planned/pending activities.
  • Seek formal and informal technical expertise from the thematic sections and arranging support to specific projects through field visits or as appropriate.
  • Jointly with Program Manager CP&CRG, support the development/adoption of technical guidelines/protocols for planned CP intervention.
  • Provide support in capacity building trainings and developing protocols, SOP for case management and referral services. 

Capacity building:

  • Support in identification of capacity gaps and capacity building needs of partners through comprehensive training need assessments, and support implementation of capacity building plans
  • Jointly with Program Manager CP&CRG, implement capacity-building plan for SC staff and relevant stakeholders and facilitate/co-facilitate the trainings as required.

Coordination and Representation:

  • Conduct monthly and quarterly project planning, review, and progress meetings with project team and IPs.
  • Report any security related or other incidents in the field that may interrupt activities directly to Area Director, and Security Manager/security focal person at Sindh level.
  • Extending support to the partners to develop and implement the child protection and safeguarding policies.
  • Oversee compliance of all program activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreements.
  • Support monitoring, evaluation and research activities of the program.
  • Ensure periodic Coordination with Government line Departments, implementing partners, INGOs/NGOs and other stakeholders at hub and district level.
  • Establish and strengthen working relations with concerned government bodies, INGO, UN agencies for improved program implementation at district and provincial level.
  • Work closely with broader civil society for collective advocacy efforts and further extending support to activate the civil society in terms of key CP and GBV issues including CEFM.
  • Liaise provincial & district level child protection authorities for ensuring good working relationship and timely facilitation of the referral services as required including CEFM.
  • Represent in Sector level coordination and technical working groups at district and provincial level.

MEAL, Reporting and Documentation:

  • Ensure, in consultation with MEAL section that all project implementation plans include appropriate monitoring and impact assessment mechanisms and tools.
  • Coordinate with SC and partner MEAL team for proper documentation, data collection and monitoring of project deliverables.
  • Support in preparation of assessments, evaluations, high-quality donor, and other periodic narrative reports as and when required.
  • Ensure proper project documentation and initiate/support in initiatives for programme visibility and other requirements.
  • Conduct regular monitoring and support visits to the field sites, working closely with implementing partners to ensure the on-going relevance of programme direction and support.

QUALIFICATIONS 

  • Master’s degree in social sciences, Gender Studies, Social Work, Developmental Studies, or related discipline 

EXPERIENCE AND SKILLS

Essential

  • At least 10 years of experience in child protection and Child Early and Forced Marriages (CEFM) related projects in Pakistan context.  
  • Previous experience of working in a similar role with a humanitarian organization in a development and in a natural / human induced emergency context.
  • Awareness and knowledge of CP and CEFM issues in general and their relevance to the humanitarian emergency and post-conflict recovery setting.
  • Experience in program coordination and community participatory methods for community development and mobilization.
  • Experience of establishing and managing a referral mechanism at district level for CP Issues including harmful traditional practices.
  • Ability to represent organization at different forums and highlight the program highlights.
  • Ability and willingness to be flexible and accommodating in difficult and sometimes insecure contexts, including flexibility to work with incoming emergency response teams.
  • Ability to coordinate with govt. departments and represent SCI.
  • Proficiency in relevant data collection and analysis.
  • Willingness to travel to field sites.
  • Proficient in speaking and written English and Urdu.
