I. Introduction
Secours Islamique France (SIF) is a non-Governmental international solidarity organization based in France established in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF operates in over 20 countries around the world offering emergency aid, recovery and development.
In Pakistan, SIF has primarily focused on relief interventions from 2010. SIF’s emergency and relief projects reached more than 700,000 flood-affected and draught affected people in AJK, KPK, Punjab, and Sindh and provided food and non-food items, drinking water, permanent and semi-permanent shelters, and schools while many people benefited from cash-based interventions.
Since 2013, SIF has explored long-term and sustainable solutions to build the resilience of communities and reduce the impact of future disasters by implementing innovative models like elevated bamboo storage towers to mitigate flood or rain water harvesting models to mitigate draught.
II. Project Overview
Under the project titled ‘life-saving multi-sectoral assistance to flood affected communities in balochistan-2023’ supported by CDCS, SIF is working to address the basic needs of vulnerable children and population affected by the floods, displacements in Pakistan. The Project aim to provide livelihoods and income generation opportunities to flood affected 300 families.
Background of the Project
The project component is livelihood intervention where Kits/assets will be provided to home-based enterprises. The project will facilitate the process of need assessment with 300 families and identify key potential and active entrepreneurs in the targeted areas. The project will further support them in establishing their specific enterprises or business through provision of cash and in-kind support to further uplifting their existing business so that the intervention might reap the impact. The project will work to improve access to markets and increase income through value chain development and market linkages (producers’ group/ self-employed).
The project will support these entrepreneurs through modernize/ advanced traditional skills training in line with increased demand of the labour market so that trained participants may be absorbed in the market. SIF will do efforts to build business acumen of communities by partnering with social enterprises, and creating linkages with retailer brands and buyers who can source and support the product lines.
III. Objectives and Tasks for the Assignment
The proposed objectives and tasks under this assignment are given below;
1- To conduct market assessment in order to ensure available market trades, opportunities, risks, businesspersons’ capacities
- Identify the suitable employer who work in same trade and capable to provide apprenticeship opportunity.
- Identification of top institute for offering vocational skill training across various trade.
- Prioritize the trade according to the demand market for employability and income generation and recommend the vocational skills trainings for male and female beneficiaries
2- To identify and build capacities of microentrepreneurs on specific trades followed by development of business plans.
- Draft the beneficiary’s selection criteria (age, gender, education etc.).
- Identifying the vocational skills training according to the demand of the Job market and recommend the enterprise development training for the trainees
- Developed trade specific tool kit specification based on identified trade.
- Train project staff on the uniform business plan format and develop uniform business plans for entrepreneurs (separately for Men/women) according to their gender, local opportunities and available resources and skills.
Scope of the Assignment
The assignment is mainly focused in two districts of Balochistan (Quetta and Labela) where the technical expert will conduct focused groups discussion (or any other methodology consultant find suitable) with selected community groups to assess the following:
1- Assess and prioritize / rank available marketable trades based on demand and skillset availability within the target areas for micro-enterprises
2- Bottleneck of the available trades within the target areas
3- Assess the available vocational skills and training institutes available within the target areas and specific trainings they offer.
4- Assess the capacity building needs for the potential microentrepreneurs
5- Assess current business practices and opportunities to improve business practices techniques
6- Identify potential men and women entrepreneurs who require financial support to upscale their small business
7- Training of identified men and women entrepreneurs
8- Development of Business Plans
V. Tasks for consultant/consulting firm
The consultant/consulting firm is expected to conduct the following:

VI. Proposal Submission
- Technical Proposal including methodology, timeline, team
- Financial proposal should include the detailed budget
- CV / Resume of the team and profile of the company.
- List of previous similar assignment done (last 5 years).
Note: 30% instalment will be after need assessment and KIIs report after consultancy assignment is awarded.
VII. Duration
The total duration for this assignment is 30 working days after the signing of contract / agreement.
VIII. Eligibility Criteria
- The consultant/consulting firm must have NTN/GST and registered under the relevant laws of Pakistan
- The consultant/consulting firm team must have proven prior experience in conduction of market assessment.
- The consultant/consulting firm must have a pool of technical exports to lead the process of market assessment, data analysis by Statesian and report writing.
- The consultant/consulting firm must provide details of at least three similar 3 projects completed in the past 3-5 years
- Proposed methodology and approach
- The consultant/consulting firm team must know English, Urdu and local language of Balochistan

- Two references from previous similar assignments
