The person will assist the Program Manager FBF in the day-to-day implementation of the simplified and full early action protocol which includes collaboration and coordination with relevant stakeholders, monitoring of the ongoing project deliverables, technical support to the branches, and liaison with technical leads at provinces and with movement partners on the direction of Program Manager. Documentation of all requisites including signing of agreements, meeting minutes, periodic financial and narrative reports,  etc.

Specific Duties, Responsibilities, and Accountabilities

  • Assist in planning, designing, budgeting of FbF activities specially the approved sEAP and full EAP during its designing and implementation.
  • Ensure the timely implementation of readiness and preparedness activities of the approved sEAP
  • Work closely with the procurement and finance for timely procurement and reporting as per guidelines.
  • Monitor the technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met;
  • Work closely with response focal point at all stages of EAPs implementation to ensure harmonization and successful achievement as per EAP guidelines.
  • Work with the meteorological department and other relevant stakeholders to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts.
  • Work with relevant actors at all levels in implementing forecast-based actions to prevent and/or reduce loss of damage due to disasters;
  • Assist in Development of annual operational plan and budget and implement the plan as agreed with the donors and partners.
  • Represent organization and the project in external meetings and workshops as and when required.
  • Organize and facilitate trainings, workshops, and meetings at national and sub-national levels.
  • Ensure timely financial and narrative reporting to the IFRC CD based on the sEAP guidelines.
  • Support the relevant branches in implementation of the EAP activities
  • Perform other duties and responsibilities as required.

  • Able to travel always and within short notice, work outside normal working hours as the situation requires and under stressful working condition

  • Ability to understand and work with Government Law/Ministries
Education

16 Years of education in the field of social sciences, geography, and disaster risk management, development studies, engineering, hydrology, meteorology or other relevant field.

A good understanding of Disaster Risk Management landscape of Pakistan, Strong project management, proven coordination skills, understanding of anticipatory action and forecast base financing concept.

Experience

Minimum of three years’ experience in relevant field with thematic focus on Disaster Risk Reduction (DRR) or climate change adaptation.

ü Demonstrated knowledge of humanitarian issues and disaster risk management, with a particular focus on early warning early action, early warning systems, disaster risk reduction and/or climate change adaptation.

ü Highly developed analytical, writing and workshop facilitation skills

ü Previous experience with FbF, early warning early action, or climate services will be an added advantage.               

ü  Experience of working for a humanitarian aid organisation.

ü Demonstrated expertise in data collection tool development, data collection, and data analysis
