Job Descritpion

Programme Overview

Evidence for Health (E4H) is a Foreign, Commonwealth & Development Office (FCDO)-funded programme aimed at strengthening Pakistan's healthcare system, thereby decreasing the burden of illness and saving lives. E4H (2023-2027) provides technical assistance (TA) to Punjab and also to the Federal and Khyber Pakhtunkhwa (KP) governments. The Punjab component is being implemented by Palladium along with Oxford Policy Management (OPM).

Through its flexible, embedded, and demand-driven model, E4H Punjab will support the government to achieve a resilient health system that is prepared for health emergencies, responsive to the latest evidence, and delivers equitable, quality, and efficient healthcare services. Specifically, E4H will deliver TA across three outputs:

Output 1: Strengthened integrated health security, with a focus on preparing and responding to health emergencies, including pandemics.

Output 2: Strengthened evidence-based decision-making to drive health sector performance and accountability.

Output 3: Improved implementation of Universal Health Coverage, with a focus on ending preventable deaths.

E4H-Punjab works in partnership with the Punjab Department of Health (DOH).

Position Summary

The Project Officer will work closely with the Provincial Team Leader and Provincial Coordinators in day-to-day management and implementation of programme activities in the province. S/he will help setup and coordinate meetings, take meeting minutes, support organising of provincial level TA events, and maintain project documentation.

Responsibilities

  • Coordinate and schedule consultations/meetings with government partners, TA providers (consultants), other implementing partners, and donors.
  • Take detailed notes/minutes during consultation meetings and ensure accurate documentation. Track the implementation of agreed action points.
  • Conduct background research on relevant topics to inform TA initiatives
  • Assist in the development and documentation of ToRs for TA.
  • Facilitate in developing programme/TA related briefs, summaries, reports, presentations etc.
  • Coordinate logistical arrangements and necessary documentation for TA events.
  • Maintain the weekly Punjab-level TA activity tracker; update the tracker with the latest progress, including completed deliverables.
  • Track progress against the quarterly Punjab workplan.
  • Ensure proper filing/management of all deliverables, government notifications, and programme documents.
  • Maintain other programme monitoring tools and document progress against E4H’s logframe targets..
  • Work with the Provincial Coordinators to document agreed means of verifications and milestones.
  • Support in the documentation of lessons learned. 
  • Other duties as assigned.

Reporting/Supervision

  • The Programme Officer will report to the Provincial Coordinator.

Educational Background

  • Bachelor’s/ Masters in Social Sciences, Epidemiology/Public Health, Economics, Management Sciences or a related field.
  • 5yrs experience
  • Proficiency in using documentation software (Microsoft Office, Google Workspace) and project management tools (Trello, Asana, Microsoft Project).
  • Strong research and analytical skills for evidence-based decision-making and technical assistance initiatives.
  • Expertise in writing clear, structured reports, briefs, presentations, and other programme-related documents.
  • Ability to manage programme monitoring tools, logframe documentation, and data visualization tools (Excel, Power BI, Tableau).
  • Tech-savvy with experience handling databases, managing programme trackers, and conducting data analysis.
  • Understanding of health systems, government procedures, and stakeholder engagement.
  • Ability to synthesize complex information into clear, concise documentation and reports.
  • Strong organizational and multitasking skills to manage various programme activities.
  • Experience in tracking programme progress, ensuring alignment with logframe targets and workplans.
  • Effective communication and coordination with government partners, donors, TA providers, and implementing partners.
  • Capacity to adapt to evolving programme needs and contribute to continuous improvement.
