Terms of Reference (TOR) for Photography and Videography Consultant

Background: Pakistan, the fifth most populous country globally, stands among the 15 nations where the population of people aged sixty and above surpasses 10 million. Presently, an estimated 6.9% of Pakistan's total population, approximately 16.5 million people, fall into this age bracket. However, UN projections indicate that this figure will surge to an astounding 36.6 million by the year 2050, signifying a significant demographic shift towards an aging population. World Population Prospects - Population Division - United Nations Recognizing the evolving dynamics of its population, Pakistan has embarked on a legislative journey to safeguard the rights and well-being of its older people. Notably, the province of Khyber Pakhtunkhwa and Sindh enacted Senior Citizens Welfare Acts in 2016. Additionally, a significant milestone was achieved at the federal level with the enactment of the Islamabad Capital Territory (ICT) Senior Citizens Act in 2021. This pioneering legislation specifically addresses the rights and protection of older people within the Islamabad Capital Territory, marking a historic development in the realm of older people’s rights in Pakistan. In partnership with the Federal Ministry of Economic Cooperation and Development (BMZ) of Germany and HelpAge Germany, HelpAge International has embarked on a 3-year project titled "Strengthening Legal Framework and Civil Society for an Inclusive Pakistan." This project is being executed in the Punjab province and the Islamabad Capital Territory, with the overarching objective of advancing the rights and inclusion of older people.

Position: Photography and Videography Consultant

Event Name: Climate Change and Its Impact on Older People

Venue: Islamabad Marriott Hotel, Islamabad

Deliverables:

The Photography and Videography Consultant will be responsible for capturing the essence of the event through both photography and videography. The deliverables include:

   a. Minimum 200 High-Quality (HQ) and high-resolution (4K) photographs ensuring color correction, cropping, and enhancements for a polished and professional look.

   b. Random photographs of event sessions, speeches, and panel discussions.

   c. Recording of all speeches, presentations, and panel discussions.

   d. B-roll footage for use in video production.

   e. Use of flashlight when the lighting in the hall is dim to ensure quality visuals.

   f. Production of a 2 to 3-minute highlights video of the entire event.

   g. Production of each panel discussion, speech, or other performance separately in HQ video format with HelpAge Branding Guidelines.

   h. Recording of participant testimonials, as suggested by the communication officer.

   i. Maintaining high-quality audio in all videos.

Equipment and Resources:

The Photography and Videography Consultant is expected to arrange their own equipment and resources, including cameras, lighting, microphones, and any other necessary tools for capturing high-quality photos and videos.

Coordination with Event Organizers:

The consultant will collaborate closely with the Communication Officer to understand the event schedule, key sessions, and any specific requirements for photography and videography.

Access to Event Sessions:

The consultant will have access to all event sessions, speeches, and panel discussions to ensure comprehensive coverage.

Release of Media:

All photographs, videos, and other media captured during the event will be the property of the HelpAge International and highly restricted to share anyone other than communication officer of HelpAge International. The consultant will delete all the media from cameras after handing it over to HelpAge International.

Evaluation:

The quality and timeliness of deliverables will be evaluated by HelpAge International, and feedback may be provided after the event.

Report:

The consultant will provide a task completion report after the event.
