Objective:
The consultant will be responsible for conducting a comprehensive impact research study for the Pakistan Startup Cup by TiE Islamabad. The study aims to assess the program's effectiveness, impact on the entrepreneurial ecosystem in Pakistan, and provide recommendations for improvement.

Scope of Work:

  • Research Methodology:

    • Develop a detailed research methodology that combines both qualitative and quantitative methods, specifying data collection techniques, tools, and indicators.

    • Define the criteria for selecting participants and target cities.

    • Establish protocols for conducting interviews, surveys, and focus group discussions (FGDs).

    • Identify sources for primary data, including participant statistics and impact reports.

  • Data Collection:

    • Develop and implement a structured interview questionnaire for founders, mentors, and judges.

    • Conduct interviews, surveys, and FGDs with relevant stakeholders in various cities.

    • Collect and analyze data related to investments raised, job creation, annual revenue, partnership agreements, and other relevant indicators.

  • Literature Review:

    • Create a literature review roadmap, outlining sources and methodologies for researching best practices in supporting startups and entrepreneurs.

    • Synthesize findings from the literature to develop recommendations for improving the Startup Cup program.

  • Documentation:

    • Maintain comprehensive records of the research process, including study design, data collection methods, participant information, and data analysis procedures.

    • Produce a progress report detailing the implementation of project activities, including achieved outputs and progress towards project outcomes.

  • Final Impact Assessment Report:

    • Prepare a comprehensive final report that showcases the project's achievements, lessons learned, and success stories.

    • Validate the transformative impact of the project on the entrepreneurial ecosystem in Pakistan.

  • Impact Report Design: The selected consultant will be responsible for the design of the final impact report.

Deliverables:

  • Research Methodology Document.

  • Create, organize, and analyze data sets to extract valuable insights and support the research findings and recommendations.

  • Interview Questionnaires, Survey Questionnaires, and FGD Questionnaires.

  • Interview transcripts, survey data, and focus group transcripts.

  • Literature Review Report with recommendations.

  • Progress Report with impact indicators and work plan.

  • Comprehensive Final Impact Assessment Report.

  • Impact Report Design

  • Scope of Work: The impact study will encompass the following cities:

    • Karachi

    • Lahore

    • Hyderabad

    • Faisalabad

    • Quetta

    • Gilgit-Baltistan

    • Islamabad

    • Peshawar

    • Sukkur (subject to change)

    • Sialkot (subject to change)

Reporting: The consultant will report directly to the TiE Islamabad project management team and provide regular updates on the progress of the research.

Evaluation and Selection: The consultant will be selected based on their experience, methodology, and proposed budget. The selection of the research consultant will be a critical step in ensuring the success of the project. The following factors will be considered in the evaluation and selection process:

  • Years of Experience:

    • The prospective consultant's years of experience in conducting similar impact research studies will be a significant factor in the evaluation. A proven track record of successful research projects, particularly those related to entrepreneurship, startup ecosystems, or relevant fields, will be highly regarded.

  • Researcher Qualifications:

    • The qualifications and expertise of the consultant and their team members will be closely examined. Key personnel involved in the research, such as the lead researcher, should possess relevant academic and professional qualifications, including degrees in fields like economics, business, or social sciences.

  • Number of Publications:

    • The number and quality of publications, reports, and research papers authored by the consultant's team will be assessed. A strong publication record, especially in peer-reviewed journals or reports related to entrepreneurship and impact assessment, will demonstrate the consultant's expertise in the field.\

Confidentiality: The consultant is expected to handle all data and information collected during the research with strict confidentiality.
