Program Manager-Forecast Based Financing (FbF)

Forecast-based Financing:

Forecast-based Financing (FbF) enables access to humanitarian funding for early actions based on in-depth forecast information and risk analysis. The goal of FbF is to anticipate disasters, prevent their impact, and reduce human suffering and losses. FbF implements pre-agreed early actions in the short time between a forecast and the event happening. This means that early actions need to be implemented before a disaster happens in order to reduce the impact on the potentially affected population.

Purpose of this Position:

The position will support the FbF project in Pakistan and will be responsible for the FbF overall project management cycle (planning, implementation, monitoring, reporting). The person will be directly involved in all the collaboration and coordination with relevant stakeholders at national and provincial level. He/she will work closely with disaster response department under the supervision of Operations Head to monitor and evaluate the ongoing project deliverables. Moreover, the person will conduct regular meetings with focal person for partner’s projects across the country and partner’s team at Islamabad to share updates and progress. Documentation of all requisite including signing of agreements, notified minutes with stakeholders, regular coordination for meetings shall be core responsibility of the person.

Specific Duties, Responsibilities, and Accountabilities

 

  • Responsible for the planning, designing, budgeting of project activities, being directly responsible for the overall implementation and management of the project.
  • Monitor and supervise technical interventions to ensure implementation according to agreed standards and within budget and take appropriate remedial action if/when standards are not being met;
  • Act as a focal point for overall FbF coordination: initiate, nurture and sustain coordination and collaboration with the stakeholders. (Including government ministries and departments, UN agencies, I/NGOs, academia, and others).
  • Work closely with disaster response focal point at all stages of project implementation to ensure harmonization and successful achievement of project goal.
  • Coordinate and work together with the counterpart of partner to develop, implement, and monitor project activities.
  • Work closely with the consultant in drafting the scoping studies related to FbF.
  • Work with the meteorological department and other relevant stakeholders to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts.
  • Work with relevant actors at all levels in implementing forecast-based actions to prevent and/or reduce loss of damage due to disasters.
  • Establish and/or maintain database on forecasts, exposure, vulnerability etc.;
  • Draft project reports, budget overviews, concept notes, information/knowledge products, and IEC materials.
  • Develop annual operational plan and budget and implement the plan as agreed with the donors and partners.
  • Represent organization and the project in external meetings and workshops.
  • Organize and facilitate trainings, workshops, and meetings at national and sub-national levels.
  • Perform other duties and responsibilities as required.

Ability to understand and work with Government Law/Ministries

Education

Master’s degree /16 years of education in the field of social sciences, geography, disaster risk management, development studies, hydrology, meteorology or relevant field.

A good understanding of Disaster Risk Management landscape of Pakistan, strong project management and proven coordination skills.

Experience

ü Minimum of five years’ experience in relevant field; out of which three years in mid-level managerial position preferred with thematic focus on Disaster Risk Reduction (DRR) or climate change adaptation.

ü Demonstrated knowledge of humanitarian issues and disaster risk management, with a particular focus on early warning early action, early warning systems, disaster risk reduction and/or climate change adaptation.

ü Highly developed analytical, writing and workshop facilitation skills

ü Previous experience with anticipatory action, early warning early action, or climate services will be an added advantage.                 

ü Experience of working for a humanitarian aid organisation.

Travelling

The person would have to travel to the selected FbF project area as per requirement.
