Objective of Consultancy:

Recently Pakistan has faced many natural calamities including floods and earthquakes. The National and Provincial Disaster Management Authorities play a pivotal role during these unforeseen situations. There is a dire need to develop effective strategies for responding to these emergencies. The objective of this consultancy is to help GoP prepare local level disaster management strategy and guidelines to effectively respond to natural disasters.

Principal Duties and Responsibilities:

The Disaster Management Specialist will be responsible for the following tasks:

• Assess the existing disaster management practices, policies, and systems of the GoP.
• Develop a local disaster management strategy.
• Develop district level disaster management guidelines.
• Consultations with the relevant stakeholders on finalization of these documents.
• Conduct training of the relevant nominated government staff on the guidelines.

Required Skills & Qualification:

The individual must be able to perform prescribed essential duties and responsibilities satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties:

• Master's/Bachelor's degree in public policy, social sciences or public health with specialization/diploma in disaster management.
• At least 5 years of experience in developing, implementing, and evaluating disaster management related strategies and interventions
• Experience in designing and delivering training and capacity building on disaster management strategies.
• Excellent communication, interpersonal, and presentation skills.
• Experience in working with government agencies, non-governmental organizations, and community-based organizations.
