A. Introduction:

Kindernothilfe(KNH) (German for "Supporting children in need") was founded in Germany in 1959 to support vulnerable and marginalized children and youth to develop to their full potential. The organization collaborates with local non-governmental organizations to implement 609 projects in 32 countries in Sub-Saharan Africa, Asia, Eastern Europe, Latin America and the Caribbean.

KNH started its working in Pakistan in late seventies. It receives an annual budgetary allocation from KNH Germany and is currently supporting its partners to carry out projects to safeguard the rights of children. By keeping children and their needs at the heart of its operations, KNH Pakistan has been expanding its program portfolio through evidence-based research and needs. The findings from the grass-root level have helped inform the programming strategy for the organization in its dynamic socio-politico-economic context.

1.2.             Who we are and what we want to achieve

As a children’s rights organisation we are part of the global civil society. At the same time, KNH is open towards all people. We want “To give a voice to every child”. Children play an active role in shaping our One World. They develop their personality freely. Together with children and those around them, we at KNH work to implement their rights.

B. Context:

Kindernothilfe e.V. (KNH) is working in Pakistan for many years and Sindh Province has been key prioritized area. KNH is pleased to announce its call for expression of interest for partnership with local NGOs in Province Sindh to work towards achieving common goals in Child wellbeing. As part of our commitment to promote and support sustainable development in Pakistan especially in Sindh, we are seeking to partner with organizations that share our vision and are committed to making a positive impact on communities.

One of KNH’s key programmes is the support of Self-Help Groups (SHGs) among the poorest of the poor. The promotion of Self-Help Approach (SHA) is designed to unleash human potentials and to enable individuals and communities. The key assumption of the approach is that women can find a way out of poverty through self-help groups and that this paves the way out of poverty for their children, too. KNH has been supporting this approach about more than twenty years during which it has been implemented by many local partners in Africa, Asia and Latin America.

The SHA primarily works with and through women who usually come from the poorest segments of society. Indirectly the aim of the approach is to benefit the children and the communities in which they live. The approach largely targets the poorest segments of society including ethnic minorities and other marginalized groups. Cultural and social contexts may vary greatly.

The conventional method begins with the formation and strengthening of Self-Help Groups (SHGs). The groups receive no financial input but are trained in matters such as developing business ideas, leadership skills, conflict resolution, health issues, and child well-being. After the formation of approximately eight SHGs, representatives are elected to form a Cluster Level Association (CLA). The main purpose of these CLAs is to become involved in community affairs. Subsequently, when around eight CLAs are established, representatives are chosen to form a federation that can efficiently represent up to 2000 members. Federations have the potential to become politically active and engage with authorities to advocate for the betterment of local communities.

KNH Pakistan is looking for NGOs for partnership to implement projects through our Self-Help Approach (SHA) with a proven track record in community development, who are dedicated to improving the lives of people in Sindh province. We encourage interested organizations to submit their expression of interest, highlighting their expertise, experience, and willingness to collaborate towards achieving our common goals.

EOI is invited from local / national NGOs having valid registration and duly registered with Economic Affairs Division of Government of Pakistan having strong presence in Sindh Province with prior experience of working same kind of projects. NGOs that meet the criteria will be considered for further steps/process of potential partnership, and we will work together to develop a partnership agreement that outlines the scope, objectives, and roles and responsibilities of both parties.

Interested NGOs should submit their expression of interest, including the following information:

  • Brief introduction of the organization, including its mission, vision, and objectives
  • Description of the organization's expertise and experience especially in Child Focused Community Development and Women Empowerment projects
  • Overview of the organization's current programs and projects
  • Description of the organization's capacity to work in partnership with other organizations
  • Contact information for the organization's focal point for partnership

C. Geographical focus:

KNH is looking for interest from the local organizations following the eligibility criteria given in Section D below and have Primary Office / active program presence in Sindh Province

D. Eligibility Criteria:

All applications will be reviewed against the eligibility criteria defined below. Organizations that do not meet the eligibility criteria will be automatically disqualified.

The eligibility criteria are as under:

  • Applicants must be Pakistani Not for Profit Organizations legally registered in Pakistan.
  • Applicant organizations must be registered with Economic Affairs Division (EAD) having valid MOU.
  • Applicant organizations must have prior relevant experience of implementing Donors’ funded projects related to details given in section “B”.
  • Applicant organization should not be single donor dependent
  • Applicants must have either current operational presence in the Sindh Province, or should have previous working experience during the last 3 years.
  • Applicants must provide audited financial statements for the previous three fiscal years.
  • NTN and annual tax returns for last three years.
  • Submission of complete application and documents

E. Documents requirement for application submission:

  • Cover letter.
  • Copy of Registration as Not for Profit Organization with relevant Registration Authority under the local law.
  • Copy of EAD valid registration certificate.
  • Copy of Organization legal registration.
  • List of projects implemented particularly in the Sindh Province as Annex-I on the given format.
  • Reference of donor for at least 3 projects as Annex-II on the given format.
  • External Audit Report of last three years.
  • Active List of Board Members (name, designations, CNIC#).
  • Organization updated profile.
  • Organogram of core team.
  • Copy of NTN.
  • Tax Exemption under Section 2 (36) (if obtained)

F. Application process and deadline:

Soft copies of documents as mentioned in Section “E” or may be any additional documents supporting the eligibility as defined in Section “D” must reach on the below mentioned email clearly mentioning the name of the organization in the subject by or before May 16, 2023 till PST 5:00 PM. No late submission shall be entertained. In case organizations submits incomplete documents (missing any of the required documents and information) the submission will not be considered for further processing. Please mention the organization name in the subject line of the email.

Interested organizations can approach KNH team for any queries on the above-mentioned email address until COB May 15, 2023. No queries shall be addressed after given date.

NOTE: The applications will be subject to initial screening and evaluation based on our criteria and only short-listed NGOs will be contacted for further process. Please note that this EOI does not entail any commitment to award a contract on the part of KNH or bear the cost of the documents. KNH reserves the right to accept or reject all or any application without assigning any reason what so ever.
