Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.   

Since the mid-June 2022, up to 33 million people have been affected by a severe monsoon weather. The storms and heavy rains have caused widespread flash floods and landslides, with severe repercussions for human lives, properties, and infrastructure. To date, 72 districts across Pakistan’s five provinces have been declared ‘calamity hit’ by the Government of Pakistan (GoP). These numbers remain dynamic given the ongoing rains, and the number of calamity-declared districts is expected to increase, with large number of displacements including at least 664,000 people living in relief camps and displacement sites.

Under the overall supervision of the CCCM Coordinator and direct supervision of the Field Coordinator/ or Site Planning Officer, the incumbent will support implementation of IOM CCCM operations at Provincial level, support and build capacities of Hub Coordinators and engage with sectors and humanitarian actors working in displacement sites in response to the flood. 

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Under the direct supervision of the Field Coordinator/ or Site Planning Officer, the successful candidate is responsible for the following functions:
  • Assist in the technical coordination of site development of identified sites, carrying out technical assessments and making recommendations on intervention required.
  • Discuss and develop implementation plans in coordination with relevant government authorities and other actors.
  • Prepare lay out, bill of quantities, etc., assist in calling for bids, provide the technical evaluation, assist in preparing the contractual agreements and supervise the work of successful contractors and implementing partners. 
  • Promote adherence to humanitarian standards, and safeguarding, including health, security, and dignity.
  • Make recommendations on the procurement of all the required material, equipment, and tools to ensure timely implementation of plans and functioning site facilities.
  • Provide updates on work progress, tracking achievement against planned activities, as discussed with field coordinators and site planning officer (where present)
  • Coordinate with relevant cluster, actors and service providers working in the same areas including but not limited to WASH, Shelter, Protection and others.
  • Perform other duties as may be assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

  • University degree in Civil Engineering/Structural Engineering with additional training/experience in rural development and physical planning.

EXPERIENCE:

  • Minimum of two years of previous similar job experience Previous working experience in humanitarian assistance programmes an advantage.

LANGUAGES:

Required:

  • Fluency in English and Urdu (oral and written).  

Advantageous:

  • Working knowledge of local language (e.g. Sindhi, Balochi, etc.).
