PART 1 – JOB DESCRIPTION 

  1. JOB OVERVIEW 

The Communications Officer is responsible for the development and dissemination of approved information, education & communication (IEC) materials to relevant stakeholders in a timely manner using appropriate channels and forums. In fulfilling his/her responsibilities, the Communications Officer is required to maintain high ethical and moral standards while ensuring due attention to beneficiary consent, quality, sensitivity, accuracy and context. 

  1. POSITION IN ORGANISATION 

  • Grade: B1

  • Reports to the Flood Response Manager.

  1. ORGANISATIONAL REQUIREMENTS 

  • The post-holder will, at all times, carry out their responsibilities with the utmost respect for the protection of children in accordance with Tearfund’s Safeguarding Policy.

  • The post-holder will be expected to adhere to Tearfund’s ‘Code of Conduct’ as referred to in the Personal Conduct Policy.

  1. CORPORATE POLICIES, MANAGEMENT SYSTEMS AND PROCEDURES 

  • Contribute towards promoting and adhering to Tearfund’s Purpose, Core Values and Operating Principles.

  • Provide support and guidance to team members to ensure all activities are compliant with standard operating procedures.

  1. KEY RESPONSIBILITIES 

  • Support the Flood Response Manager in developing the communication strategy and communication plan for the Tearfund flood response. 

  • Coordinate and collaborate with relevant personnel within partner offices and teams to ensure timely collection, consolidation and finalisation of required information with particular attention to accuracy and quality; 

  • Ensure that partner representatives are properly observing protocols and following best practices of the communication for development discipline; 

  • Support partner representatives through coaching, mentoring, guidance and other capacity building actions as and when appropriate and required; 

  • Visit project/programme locations, participate appropriately in activities and events and compile information and materials through proper engagement with partners, beneficiaries and stakeholders; 

  • Developing and finalising information, education and communication materials for the Tearfund flood response which must be high quality, accurate, contextualised, socially, culturally & religiously acceptable, politically neutral, legally permissible, consistent with Tearfund’s values, compliances and commitments and the objectives of the donor where applicable; 

  • Preparing information, education and communication (IEC) materials for the flood response which can include, but are not necessarily limited to, the following: 

    • Periodic (monthly, quarterly or as the case may be) project updates, summaries and briefs for internal and external dissemination and further use; 

    • Periodic newsletters ;

    • Case studies / stories of transformation or change for use in reports and other materials (online or printed media); 

    • Infographics for use in presentations, reports and other materials (online or printed media); 

    • Pamphlets, flyers, brochures, booklets, manuals and other materials as and when required  

    • High resolution photographs with accompanying quotes and/or captions 

    • Short video clips or more detailed and lengthier video footage of activities, events, beneficiaries and stakeholders;   

    • Interviews of beneficiaries, stakeholders, visitors and staff;

    • Documentaries for internal and external dissemination; 

    • Press releases for use in media coverage; 

    • Contextualised key messages and/or IEC materials in English/Urdu/Sindhi specifically for dissemination to communities; 

  • Coordinate and ensure completion of the sign-off process prior to finalisation and/or dissemination of any developed materials;   

  • Provide relevant internal and external stakeholders with high quality information as per their need, frequency, urgency and schedule; required level of discretion must be maintained and necessary clearance and approval must be ensured;    

  • Ensure that relevant communications protocols/guidelines have been rigorously followed during material accumulation or development including, but not limited to, obtaining consent from subjects and appropriate consideration for cultural, safety, security, economic, social and political concerns;    

  • Implement appropriate archiving of all accumulated and developed materials with provision of appropriate levels of access to project team members and others within Tearfund; 

  • Coordinate with relevant Country Office, Regional and Global team members and provide timely support and information as and when required;   

  • Feed into key messaging and other project/programme documentation as and when required  

  • Identify and recommend opportunities to the Flood Response Manager for effective media coordination  

  • Efficient and effective management of all assets and resources of the flood response;   

  • Support the Tearfund in country flood response team in drafting and finalisation of presentations, reports and other critical project/programme documentation; 

  • Represent Tearfund in communication related forums, events and engagements when directed to do by the Flood Response Manager; 

  • As and when required, facilitate internal communications (within the project team and with the Country Office) in order to keep all relevant personnel updated regarding project activities, events, progress and other appropriate information

5.1. TEAM PARTICIPATION

5.2.  EXTERNAL RELATIONSHIPS / REPRESENTATION

•   Support the Flood Response Manager where appropriate in representing Tearfund to other INGOs, NGOs, government departments, government agencies, partners, associates and affiliates and ensuring coordination and constructive working relations with the same

•  Support the Flood Response Manager where appropriate in representing Tearfund to donor representatives and other visitors to the project office and working areas.

Communication Officer

QUALIFICATIONS 

  • Master’s degree in Communication or  Journalism 

  • Master’s degree in Development Studies 

EXPERIENCE 

  • At least five (05) years’ experience in a comparable role in an INGO  

  • Knowledge of InDesign, Photoshop and Corel draw software, Adobe premiere pro (Video Editor), Media 

  • Proven experience of working in institutionally funded, high compliance projects  

  • Proven experience of working with diverse stakeholders  

  • Experience of working in a complex, high compliance environment in a disaster scenario;
