Terms of Reference (TORs) of District Education Coordinator-ECW

 

Project Title: Education Cannot Wait-ECW funded Multi-Year Resilience Programme (MYRP)

Job Title: District Education Coordinator

Reporting Line: Project Coordinator-Education -BRSP

Duty Station: Concerned District

Qualification: Master in Development Studies/Social Sciences or Education

Required Knowledge and Skills: Knowledge and understanding of Education related issue in Pakistan. She must possess skills to work in difficult situation, must be a good trainer, and have good leadership skills, team building, analytical skills, and good communication & coordination skills. Candidate must have 03 years of experience related to management of Education, and Vocational skills programs. She must have understanding and fluency in local languages.

Job Responsibilities: District Education Coordinator is responsible for overall management of the project in concerned District. She is responsible for planning and implementation of project activities and capacity building of staff and other stakeholders as per agreed work plan in target district. In addition to above; following are the detailed ToRs of the District Education Coordinator;

Key Responsibilities

  • Coordinate with the district program officers/District Managers of the core program of RSPs to determine areas of core operations.
  • Develop linkages with TVET centers, Civil Society Organizations working on Education and department of education within the district and LSOs.
  • Liaison with Education Department for training need assessment of teachers training and development of Education Strategy, teacher’s trainings.
  • Conduct Orientation sessions with members of LSOs, CBOs, Community Groups to orient them about project, community mobilization for ECE, identification and enrollment of out of school children and periodic tracking of enrolled children.
  • Ensure the Link of LSOs/PTCs/SMCs with existing education programs to seek the support for supply side interventions.
  • Engage LSOs/Vos/ CBOs. Community Groups and Education Department in identification and selection of local Primary Schools/ Spaces for;
    • Establishment or Construction of Early Childhood Education Centers and play areas
    • Establishment of NFE center in second shift classes
    • Establishment of School Clubs
  • Ensure that hiring and training of teachers for NFEs and ECE is done as per agreed work plan and criteria
  • Establishment of MHM corners and rehabilitation of girl’s washroom for provision of low cost MHM products/kits at Girls Schools with the help of school administration / trained young girls
  • Support field teams in identification and provision of cash based support to most vulnerable girls to overcome financial barriers to education.
  • Initiate process for provision of supplies and learning Kits to Children and Teachers in a timely manner.
  • Support and facilitate field teams in identification of adolescents for relevant technical and vocational training that improves their employability.
  •  Facilitate the training program for the Project staff, young girls, LSOs, CRPs, Teachers and SMCs/PTCs and build the capacity through periodic coaching
  • Guide project team and LSOs in collecting out of school children, refugee’s children, and children with disabilities data at household and School data during project implementation
  • Ensure the coordination with LSOs, CRPs, Community groups and PTMCs for the retention of enrolled children.
  • Participate in the project review meetings and trainings organized by the RSPN.
  • Monitor and supervise the work of the Education Mobilizers and CRPs & ensure the monthly meetings of the LSOs
  • Ensure timely and accurate compilation of weekly, monthly reports, work plans and their submission to RSPN
  • Monitor district level budgets and monthly expenditure reports
  • Facilitate the monitoring visits from RSPN and ECW/UNICEF
