CARE’s programs focus on helping Pakistan achieve its Sustainable Development Goals especially in the areas of Health, Education, Women’s Economic Empowerment and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE has responded with life-saving support to a series of large-scale disasters. CIP works through its local partners and a range of stakeholders for development, as well as emergency response related interventions, which makes collaboration a key component of its work, across the country. I. JOB SUMMARY:
CARE is implementing a project, based in Pishin which is focused on Increasing access and availability of hygiene services and commodities at the health facilities level for vulnerable communities in district Pishin in Balochistan. Under the supervision of MEAL Specialist and Project Manager, the MEAL Officer will ensure proper and timely monitoring & evaluation as well as quality & accountability. The position holder will also be responsible to ensure knowledge gathering and management to improve the projects operations for quality impact. Under the supervision of MEAL Specialist and PM will look after quality of emergency programs and will have ultimate responsibility in maintaining and strengthening the system over time and building capacity of project staff. The incumbent will contribute to the organizational commitment to promote quality and diversity at program level.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Development of M&E system, tools, and processes - % of Time: 30%
- Set up a project M&E System that incorporates basic standards, including tools for designing, evaluating and assessing along with guidelines, including CARE International Principles, DME (Design, Monitoring & Evaluation) Standards and Evaluation Policy, as well as standards promulgated by SPHERE, Code of Conduct, SMART principles, and other M&E relevant standards, systems and quality management processes;
- Ensure that the incorporated time frames are clarified and indicators and responsibilities are clear;
- Develop a project database that ensures the availability of all required information based on project performance indicators aligned with central database of CIP.
- Design an M&E plan and accountability framework for CARE emergency response team to track project activities;
- Support project team in setting up the M&E and accountability indicators for output/outcomes/impact levels in project design;
- Make sure that CARE staff is following the methodology of program implementation agreed upon and achieving the indicators set under the parameters set by humanitarian standards;
- Set up and maintain a knowledge management system of the project that includes key project reporting and learning documents, M&E tools, tracking and reporting forms, monitoring reports, proposals, donor requirements and reports, evaluations and other program information).
Job Responsibility #2: Monitoring, Evaluation and Reporting - % of Time: 60%
- Collect field data for monitoring and evaluation (M&E);
- Collect case studies, success stories and share it with internal and external audiences;
- Provide technical support in setting up a system and process to collect key lessons of the project and disseminate it to the staff;
- Conduct field visits periodically to assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans, M&E plans, and proposals; providing recommendations for improvement;
- Plan and conduct project reviews, evaluations to be conducted internally or externally as required by project M&E plan;
- Ensure regular submission of program performance reports based on their Performance management regulations and LFA;
- Ensure proper, regular and timely reporting as per project and donor requirements;
- Ensure that program implementation is consistent with CARE’s humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures;
- Ensure the complaint response mechanism is in place in accordance with CARE policy and properly implemented at all levels;
- Support in developing a comprehensive community participation strategy for the emergency response program in consultation with project management;
- Ensure that implementation team is following the vulnerability criteria together with gender analysis;
- Conduct quality control tests on data and ensure data entry and data cleaning/editing processes.
Job Responsibility # 3: % of Time: 05%
- Keep up to date on CARE DME resources, M&E strategies, concepts, and best practices;
- Support the M&E of other CARE projects, as and when needed.
- Participate in proposal development of CARE Pakistan (other projects), including developing log frames, M&E plans, Gantt charts and/or other tools for program design, monitoring and evaluation.
Job Responsibility # 4: % of Time: 05%
- The duties and responsibilities described above are subject to change, depending on organizational needs.
- Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).
III. Problem Solving
Levels one and two of problem solving apply to the incumbent. The incumbent will be involved in daily routine activities, s/he also uses interpolative skills to pick and choose the right solution to address given problems.
IV. QUALIFICATIONS (KNOW HOW):
A) Education/Training and Experience
- Bachelor’s degree preferably in social sciences / development studies/ statistics; Master’s degree will be preferred.
- 2-5 years of relevant experience with INGO/NGO. Experience in humanitarian response projects will be desirable.
- Experience in emergency, Health and WASH projects will be preferred.
- Demonstrated experience of working in volatile and insecure operating environment.
- In-depth knowledge of local government, culture and traditions; previous work experience in the target regions is desirable.
B) Technical Skill
- Excellent working knowledge of MEAL principles and practical implementation.
- Demonstrated experience in emergency response MEAL, preferably community based.
- Knowledge of existing good practice and current issues in MEAL work.
- Proven experience in Health and WASH related
- Excellent report writing and data analysis skills.
- Assessment, analytical and planning skills.
- Firm belief in quality, integrity, teamwork, gender equality, participatory approach and sustainability.
- Excellent computer skills i.e. MS office including excel.
- Fluency in English and Balochi languages is required.
V. Duty Station and Level of Travel Required:
The position is based in Quetta, and entails traveling to targeted districts of the province as and when
required.
