Job purpose

The District Program Officer will lead the project execution of Locally lead Adaptation project in at district level, overseeing project activities, fostering collaboration among team members, and ensuring alignment with organizational goals and project deliverables.

Job duties and responsibilities

Specific Duties

  • Implement project activities at the district level, ensuring alignment with project goals and objectives.
  • Coordinate with relevant stakeholders, including local government officials, NGOs, and community leaders
  • Supervise and coordinate the activities of the district-level project team.
  • Foster effective communication and collaboration among team members.
  • Engage with local communities to ensure their active participation in project activities.
  • Facilitate community consultations, feedback sessions and trainings.
  • Oversee administrative and logistical arrangements for project events and activities at the district level.
  • Manage resources efficiently to support project implementation.
  • Monitor project progress in the district, identifying challenges and proposing solutions.
  • Contribute to regular reporting on district-level achievements and challenges.
  • Assist Focal Person at PHQ in development and execute project plans, ensuring alignment with organizational goals and donor requirements.
  • Oversee project budgets, monitoring expenditures, and ensuring financial accountability.
  • Build and maintain effective relationships with stakeholders, including government agencies, NGOs, donors, and community partners at district level.
  • Facilitate in data gathering, data analysis and in development of research-based reports.
  • Ensure adequate project documentation, archiving of best practices.
  • Ensure monthly financial and narrative reporting to the PHQ Focal person.
  • Facilitate in conducting stakeholder analysis on district and community levels to ensure participation and ownership of PRCS on all levels.
  • Develop early warning systems at community and district level.
  • Performs other duties as assigned by the focal person at PHQ.
  • Increasing nature-based solutions and ecosystem-based DRR as laid out in the project plan of action. 
  • While working closely with PHQ focal person to ensure the implementation and enhancement of project monitoring and reporting requirements are met in a timely and efficient manner.
  • In collaboration with relevant sectoral managers, develops new proposals and prepares high quality donor reports for the projects.
  • Support preparation and timely submission of monthly, quarterly, and annual reports.
  • Works closely with the Finance to ensure compliance with the organization, donor and ethical standards.
  • Works closely with the Finance/Admin Department and monitors project budgets, maximize project efficiency and minimize short falls in spending.

Position Requirements

Education

  Required

Preferred

Graduate from recognized University in Social Sciences or Preferably in Climate Change / Environmental Sciences.

Additional certification in the following: project management, climate Change and locally lead adaptation

Experience

 

Required 

Preferred

5 years of relevant work experience with an International Humanitarian Organisation in Programme Implementation

Experience in training and supporting staff

Knowledge and Skills

Basic knowledge of the Red Cross Red Crescent Movement

Proficiency in computers (Windows, Microsoft Office, Email, Internet)
