Terms of Reference (TOR) for External Monitoring - Consultant Services for Human Appeal

1. Introduction

Human Appeal is seeking a qualified consultant to conduct an external monitoring report on the performance and effectiveness of its consultant services within a specified timeframe and project/program. This report will evaluate the consultant's adherence to agreed-upon deliverables, impact on project/program goals, and overall value provided to the organization.

2. Objectives

The external monitoring report will aim to:

2.1        Assess consultant performance: Evaluate the consultant's fulfillment of contractual obligations, adherence to timelines, and quality of deliverables.

2.2        Determine impact and effectiveness: Analyze the contribution of consultant services to the achievement of project/program goals and objectives.

2.3        Identify strengths and weaknesses: Highlight areas where the consultant excelled and pinpoint areas needing improvement.

2.4        Provide recommendations: Offer actionable suggestions for enhancing the effectiveness of future consultant engagements.

2.5        Inform decision-making: Provide data-driven insights to guide Human Appeal in future engagement with consultants and resource allocation.

3. Scope of Work

The consultant will:

3.1        Review and Share Data: Review relevant project/program documents, including the consultancy contract, reports, work plans, and deliverables. Share any data generated through its programs, projects, and activities in Pakistan with the Government, Provincial Government, and local government without prior written consent.

3.2        Conduct Interviews: Conduct interviews with key stakeholders, including Human Appeal staff, project/program beneficiaries, and the consultant themselves.

3.3        Data Analysis: Analyze data collected through document review and interviews.

3.4        Performance Evaluation: Evaluate the consultant's performance against agreed-upon deliverables and timelines.

3.5        Impact Assessment: Assess the impact and effectiveness of the consultant's services on the project/program.

3.6        Strengths and Weaknesses: Identify areas of strength and weakness in the consultant's performance.

3.7        Recommendations: Develop recommendations for improvement.

3.8        Reporting: Prepare a comprehensive report summarizing findings, conclusions, and recommendations. Submit the report to the Government, Provincial Government, and local government for verification by district-level committees.

4. Deliverables

The consultant will provide the following deliverables:

4.1        Inception Report: Outlining the proposed methodology, timeline, and data collection tools.

4.2        Draft Monitoring Report: Presenting preliminary findings and conclusions.

4.3        Final Monitoring Report: A comprehensive report incorporating feedback from Human Appeal and addressing all aspects of the TOR. Submit the final report to the Government, Provincial Government, and local government.

4.4        Presentation: Presenting the key findings and recommendations to Human Appeal Program staff.

5. Timeline

The consultancy is expected to be completed within four weeks, starting from June 1, 2024. The detailed timeline for each deliverable will be agreed upon with the selected consultant.

6. Qualifications and Experience

The consultant should possess the following qualifications and experience:

  • More than five years’ experience in monitoring and evaluation of development programs or consultancy services.
  • Strong analytical and report writing skills.
  • Excellent communication and interpersonal skills.
  • Familiarity with the work of Human Appeal and the relevant project/program area is an asset.

7. Reporting and Communication

The consultant will report directly to the designated Human Appeal contact person. Regular communication will be maintained to ensure the smooth progress of the consultancy.

8. Budget

Human Appeal has allocated a budget of 200k (includes tax) for this consultancy. The consultant's proposed budget should be detailed and aligned with the scope of work. Financial budget should include the following colums

9. Application Process

  • Interested consultants should submit the following documents:
  • A technical proposal outlining the methodology, timeline, and understanding of the TOR.
  • A financial proposal detailing the consultancy fees and any additional expenses.
  • CV of the consultant or team leader.

10. Selection Process

  • Human Appeal will evaluate proposals based on the following criteria:
  • Understanding of the TOR and proposed methodology.
  • Relevant experience and expertise.
  • Quality of the technical proposal.
  • Competitiveness of the financial proposal.

11. Confidentiality

The consultant will treat all information obtained during the consultancy with strict confidentiality.

12. Intellectual Property

All reports and data collected during the consultancy will be the property of Human Appeal. However, data shared with the Government, Provincial Government, and local government will be subject to their regulations and approvals.

General Terms& Conditions

  • No advance payment will be made to the selected vendor.
  • Quoted prices for the items shall be inclusive of all kinds of Government taxes as per National Law.
  • Payment shall be made as per the agreed terms and conditions contained in the agreement/work order.
  • After the evaluation of financial/technical bids, selected vendors shall be requested to submit samples.
  • Human Appeal Pakistan reserves the right to reject any or all quotations without assigning any reason thereof.
  • Transportation/Delivery to the project site/distribution points will be the responsibility of the vendor at his own cost.

Quoted rates shall remain valid for at least 30 days from the date of opening.
