Background and Introduction:

Farmers Development Organization (FDO) is established in 1998 as a not for profit, non-governmental public interest organization and is “a company setup under section 42 of companies’ Act 2017 (Formerly Companies ordinance 1984)".

Currently, the Farmers Development Organization is one of the largest organizations of South Punjab in terms of outreach, staff, and development activities. Farmers Development Organization strengthens the disadvantaged and vulnerable segments of society for the realization of their rights by means of collective action through social mobilization, capacity building, and facilitating the provision of basic amenities, livelihood support, and evidence-based advocacy. Farmers Development Organization is implementing various projects to improve socio-economic, political, cultural, and technological aspects of society.

Farmers Development Organization (FDO) is seeking proposals from consultancy firms or individual IT professionals to develop a comprehensive Project Management Information System (PMIS) integrated with an Electronic Monitoring, Evaluation, Accountability, and Learning (MEAL) System. The system will be based on PHP language and utilize the existing project management database as a foundation.

FDO is implementing various development projects, these projects require robust project management and monitoring systems to ensure efficient implementation and effective delivery of outcomes. The existing project management database serves as a repository for project-related information but lacks functionalities for comprehensive project monitoring and MEAL activities.

Objective:

The primary objectives of this consultancy are:

a) Develop a user-friendly Project Management Information System (PMIS) using PHP language.

b) Integrate Electronic Monitoring, Evaluation, Accountability, and Learning (MEAL) functionalities within the existing PMIS.

c) Utilize the existing project management database as a foundation for the new system.

Ensure data security, integrity, and accessibility of the system.

Interested candidates or firms are invited to submit their proposals, including a detailed CV, portfolio of relevant work, proposed methodology, training approach, timeline, and budget breakdown. Both proposals (technical and financial) should be submitted in sealed envelopes, having the subject/title " Development of Project Management Information System (PMIS) including Electronic MEAL Systems”, clearly mentioned on the envelop.
