Pathfinder International with the support from Bill & Melinda Gates Foundation is providing technical assistance to the federal and provincial governments of Pakistan and providing support to key health system strengthening partners such as the World Bank, Population Council, and Acacus in scaling up Postpartum Family Planning (PPFP) and Postabortion Family Planning (PAFP) within the investment case (IC) execution and NHSP design and implementation. Through this initiative, Pathfinder will support the integration and institutionalization of PPFP and PAFP in the overall provincial health systems by strengthening the health system, building the technical capacity of federal and provincial governments, and strengthening evidence-based informed decision-making and health information systems.

Purpose and objectives

Pakistan Demographic and Health Survey (PDHS) 2017-18 data reveals that the proportion of deliveries that happen in facilities is rapidly increasing, yielding great opportunities to reach families with PPFP services. A 2012 Population Council study showed a similarly rapid increase in the estimated induced abortion rate in Pakistan, from 25.6 per 1,000 women ages 15 to 49 in 2002 to 50 per 1,000 in 2012. The study estimated that 46% of all pregnancies in Pakistan are unintended; 54% of these result in induced abortions[1]. FP and postabortion care (PAC) services have historically been provided separately in the public sector, and women are not counseled on or offered FP with PAC. This represents a significant opportunity to reach women with integrated PAFP services. PPFP and PAFP service data tracking, monitoring, and performance review are limited or not available at the country level, especially when PAC services are provided in the public sector or at a variety of facilities including pharmacies and private clinics. PAC services are often not available in an integrated manner at the facility level which underscores the need for integrated results-based management plans for service delivery. To address this provincial-level need, Pathfinder will use a participatory approach to strengthen the health planning capacity of provincial management which will trickle down to the district level. The results-based PPFP and PAFP framework will establish provincial-level systems for collating, analyzing, and centralizing district-wide reporting against a set of indicators and strategies and articulate clear expectations from the provincial governments (Sindh and KP) that ultimately support the first health system reform outlined in the UHC IC. 

Description of Assignment

Pathfinder Pakistan office is looking for a strong, experienced, and skilled person as a consultant/ Technical Expert who can facilitate & develop the Training Dashboard & Learning Management System to support the National Health Support Program (NHSP) for DLI2 PC-1 in Year 2.  He/ She would work closely with the DGHS office/ IRMNCH, Punjab, and be embedded there. He/ She would be responsible to evaluate and refine the Primary & Secondary Healthcare Department's training dashboard, ensuring compatibility with existing systems and customizing it to departmental needs. Link it with the HRIS for tracking individual training records and provide training sessions for staff on its effective use and maintenance. Following would be the specific tasks and deliverables:






Work with the Pathfinder team to develop a micro work plan/activity Gantt chart and initiate meetings with the relevant provincial government

Tangible Work Plan / Activity Gantt Chart


Ensure timely setting up of the meeting and ensure presence in the steering committee, Program Management Unit, and Technical Working Group.

Submission of detailed report including agenda and Minutes of the meeting


With Pathfinder support, plan and execute coordination and consultation meetings with DOH, IRMNCH, and other stakeholders on developing the LMS/ Training Dashboard at Punjab

To evaluate the existing training dashboard of the Primary & Secondary Healthcare Department, enhance the systems, and rectify any errors.

A detailed report on the review of Training Dashboard prototype and existing version other related available documents.


Ensure compatibility with existing systems and databases for seamless data integration.

Training Dashboard prototype and final version with all the relevant tabs/space for cadre wise and discipline wise linked with HRIS


Customize the dashboard to meet the specific needs and requirements of Primary & Secondary Healthcare Department.


Link/Synchronize the training dashboard with the Human Resource Information & management system (HRIS)to track individual training track records for performance appraisal etc.


Provide training sessions for relevant staff on how to effectively use and maintain the Training Dashboard.

A detailed report on training sessions for relevant staff members on the effective use and maintenance of both systems.


Evaluate and recommend e-learning training modules both short & long an appropriate Learning Management System based on Health Department needs and requirements.

A detailed report on the review of LMS and existing versions and other related available documents.



Implement the selected LMS, ensuring compatibility with existing infrastructure and systems.

Learning Management System implementation, including configuration and customization codebooks for all modules of LMS as per requirement of HISDU.


Integrate features for course creation, update new advancements in course, enrollment, tracking, and reporting and repository of all other standard manual developed by DoH which are not digitized

Learning Management System implementation, including configuration and customization codebooks for all modules of LMS as per requirement of HISDU.


Customize the LMS to align with our organization's branding and user interface guidelines.


Develop user guides, videos of user guide, its accessibility through mobile applications, and provide training sessions for administrators and end-users on LMS functionalities.

User guides and documentation for both the Training Dashboard and Learning Management System.



1.     Public health professional with at least 10 years of experience working in Punjab.

2.     Ability to work independently and deliver according to deadlines in previous assignments.

3.     Provision of day-to-day technical support/ assistance to the PMU/PD/Deputy PD of the National Health Support Program (NHSP)

4.     Preparation of meeting notes, minutes, and follow-up actions

5.     Support the Pathfinder Staff/ other consultant in coordination with the Government and partners.
