PURPOSE

The purpose of the position is to contribute to the smooth implementation and monitoring of the ICRC protection activities. The position is key to planning and monitoring RFL activities carried out jointly with the National Society and is in charge of the Tracing File and related internal and external follow up. The position contributes to administer the collected data of Protection beneficiaries including in Prot6 database and carries out data processing of information for analysis purposes and assessing protection trends.

Internal & External relationships

  • Internally, interacts with colleagues on matters relating to RFL including coordination with ICRC delegations, NSs abroad (mostly Europe), PRCS NHQ and PHQs
  • Externally, interacts with a network of contacts at the local level, such as UNHCR, Embassies, IOM, Child Protection actors relating to individual cases and support Line Manager/CoProt to organize meetings for networking/stakeholder mapping purposes
  • Assists to make internal/external meetings meaningful (through preparation of summaries, letters, assembling lists of beneficiaries/individuals, compiling documents etc)

MAIN REQUIREMENTS

  • Advanced knowledge of the global humanitarian protection context
  • Familiarity with Protection principles and standards
  • Master’s degree or equivalent (preferably in law, international relations, or social sciences)
  • Preferably 2-5 years of work experience in a similar field
  • Basic/advanced knowledge of managing databases
  • Excellent computer skills. Additionally, command over Pashto/Dari would be a plus. (written/spoken)

ACCOUNTABILITIES AND RESPONSIBILITIES

  • Carries out PFL activities under the supervision of the line manager
  • Contributes to analyses of the security, socio-economic, cultural and political environment in which the ICRC is working, shares relevant information with team members and reports any changes in the situation.
  • Contributes to the design and implementation of projects.
  • Collects, compiles and translates PFL-related information, paying due attention to staff risk management requirements.
  • Analyses data and contributes to written internal reports; assists in institutional exercises relating to planning, budgeting and monitoring programmes.
  • Helps to prepare, report on and follow up on internal and external meetings. Also prepares, participates in and reports on all aspects of field visits.
  • Develops and maintains contact with municipal/regional authorities, local/regional National Society branches, the local population and suppliers.
  • Ensures the sustainability of their work and puts in place a system for archiving their work for the purposes of institutional memory.
  • Contributes to the implementation of protection activities in particular; in charge of coordinating RFL tracing file internally and externally (PRCS, delegations and National Societies abroad, other org etc), requests linked to family reunifications/repatriation (including sensitive cases linked to Syria), Unaccompanied/separated Minor’s cases, other sensitive cases linked to detention or death of migrants abroad (Libya, Gulf etc).
  • In charge of coordinating internally with relevant team/departments (Forensics, Support, IM etc), PRCS and National Societies abroad and externally with other actors such as UNHCR, IOM, Shelter homes for individual follow up of RFL related requests
  • Contributes to trends and problem analysis and generates figures, narratives to equip the Line Manager and CoProt with the analysis for strategic planning and project designing and implementation including budgetary implications (for example, design of RFL/ Family needs assessment, Cash Assistance program, CTA data breach notification process, Missing Families Conference etc).
  • Collects, compiles and translates protection/RFL related information and where necessary jointly with the PRCS staff and volunteers.
  • Contributes to internal written reporting (MfR, Operational reports, Protection Consolidated Stats) and assists with external communication (UNHCR, IOM, Ministry of Foreign Affairs etc).
  • Prepares and participates to field visits jointly with PRCS staff linked to RFL case follow up and draws up the reports accordingly.
  • Acts as focal point within Protection to run quality checks on the Prot Team Space structure, reminds colleagues on procedures/tips to ensure necessary archiving of institutional documents and liase with IM where needed.
  • In the absence of DM, acts as back up to DM for all Prot6 related work and assists CoProt with keeping update of implementation of other RFL activities (PRCS detention case management in FLA, filing, generating case lists for internal and external use etc).
