At Norwegian Red Cross (Norcross) as part of our commitment to accountability, effectiveness, and evidence-based decision-making, we are seeking a skilled Data and Results Officer to support our data management and reporting activities of humanitarian interventions implemented jointly with Pakistan Red Crescent Society (PRCS) in Pakistan.

The purpose of the Country Office (CO) is implementation of the international strategy and institutional representation at the country level.

a.       The CO is responsible for partnership management and operational support to the National Society.

b.       The CO is responsible for Movement coordination, and contributions to preparedness for emergency response operations in accordance with relevant IFRC categories and ICRC emergency response architecture.

c.        The CO contributes to Norwegian Red Cross humanitarian diplomacy and external relations. This includes the identification of resource mobilization opportunities.

d.       The CO is responsible for results and finance management according to grant requirements and Norwegian red cross finance and administrative regulations, and to manage risks, herein security and fraud and corruption.

e.       The CO is responsible for the technical quality of all projects in line with operational standards, herein quality assurance of projects implemented by the Pakistan Red Crescent Society.

Purpose

The purpose of the Data and Results Officer is to strengthen Norwegian Red Cross’ operational management through measurement and documentation of planned and unplanned results.

 

Strategic responsibilities

  1. Support HNS planning, monitoring, evaluation, and reporting in line with established project agreements and project plans.
  2. Support results management focus for Norwegian Red Cross supported operations.
  3. Support HNS to implement sound technical planning, monitoring, evaluation, and reporting in line with established programme agreements and programme plans.
  4. Contribute to adherence to the Operational Framework, including established national technical standards and robust project management methodologies for HNS.

 

 

Operational responsibilities

Program Planning and Design Support:

  • Contributes to needs assessment for project design.
  • Supports the development of quality project packages.
  • Contributes to logical framework development.

Monitoring and Evaluation:

  • Designs and implements surveys and evaluations.
  • Ensures adherence to monitoring and evaluation plans.
  • Conducts field monitoring visits and develops monitoring tools.

Reporting and Data Quality Assurance:

  • Quality assures data and reports.
  • Contributes to reports and indicator tracking tables.
  • Collaborates for routine data collection and quality assurance.

Capacity Building and Training:

  • Identifies training needs and supports implementation.
  • Collaborates with PRCS NHQ and provincial branches.

Knowledge Management and Learning:

  • Promotes a learning culture and documents best practices.
  • Supports staff in documenting successes and best practices.

Community Engagement and Accountability:

  • Utilizes feedback mechanisms for community engagement.
  • Proposes adjustments to program implementation

Digital Information Systems Support:

  • Supports initiatives to implement DHIS2.
  • Assists in strengthening HNS use of digital information systems.

Collaboration

-          Consistently provide support to the project teams of the HNS and ensure that Norwegian Red Cross rules and guidelines are anchored among HNS personnel.

-          Works closely with the Information and Results Team, to ensure consistent accountability towards Norwegian Red Cross guidelines and standards for information and results management.

 

Mission specific responsibilities

  • Develop and implement data collection tools and methodologies in collaboration with program teams.
  • Oversee the collection, cleaning, and validation of data from and resources, and ensure data quality standards are met.
  • Prepare and present clear and concise reports on project progress, achievements, and challenges to internal and external stakeholders.
  • Support program teams in using data for decision-making, monitoring, and evaluation purposes.
  • Provide technical assistance and training to staff on data reporting tools and techniques.
  • Collaborate with partner organizations and relevant stakeholders to streamline data collection and reporting processes.
  • Ensure compliance with data protection and confidentiality protocols in accordance with organizational policies and legal requirements.
  • Contribute to the development of monitoring and evaluation frameworks, indicators, and data collection plans.
  • Responsible for uploading data on Indicator Tracking Table (ITT) and DHIS2, ensuring accuracy and timeliness. Develop comprehensive reports based on the uploaded data, providing meaningful insights for decision-making.
  • Lead and actively participate in the ongoing implementation of DHIS2 for PRCS, ensuring alignment with organizational goals.
  • Actively contribute to the maintenance and optimization of DHIS2 throughout the implementation process.
  • Establish and maintain effective communication channels with stakeholders for DHIS2 implementation for PRCS.
  • Conduct comprehensive training sessions for DHIS2 users at the provincial and branch level.

 

Qualifications

Formal Competence

University Degree in a relevant discipline

Personal qualifications, skills, and knowledge

 

Skills and knowledge

-          Proven minimum of 3years of experience in applying best practices in project cycle management.

-          Excellent report writing skills.

-          Successful donor applications and reporting on humanitarian projects with measurable results.

-          Working proficiency in regional languages is an asset.

-          Fluency in English and Urdu required.
